Well, actually, if we had never modernized and such, our population problem wouldn't be so bad because food would still be mega scarce.

Ha, I'd prolly end up being the Supporter. I'm annoyed though, they never really even showed him in the anime. I mean, we know he's XII, but no more than that.

But really, I'd probably end up using the money to force relocation projects, and build tower cities.
A Tower City, at least in my was of envisioning it, is basically a large and tall building; the tower, which can house a very large amount of people. Think of it as a giant apartment complex. Or Atlas from Shangri-la, but on a smaller scale. The building is divided by zones, just as geography is in normal areas. The ground floor is a gigantic atrium, with elevators on each of the outer walls to take people to the normal areas. The residence halls might seem like hotel corridors, but the apartment's furnishings and such would be up to the residents. They wouldn't be allowed to knock down walls or things like that though. Recreational areas would be in the structure, but also in the outlying areas. For example, it really doesn't make sense to have a pool on an upper floor in a building. The upper floors would be something akin to a huge shopping mall, with the food court on one level. Actually, a city like this could be completely self-sufficient.

I've created an image to help you understand the geographic layout. These would probably do best in the middle of America, and other flat-ish areas.

The center is the main tower, where a lot of the activity goes on. The green is the fields, where food is grown, and they stretch out further than the diagram shows. The four outlying areas each have different purposes. Yellow is energy production, and industry that is absolutely essential. industry that is essential to the country as a whole, but not to the immediate area would be relocated out into desolate areas of Arizona, Utah, and New Mexico. Blue is recreational areas. It's simply annoying to try to fit a football field on a high floor, and places like that aren't meant to have ceilings. So they were relocated outside. Purple is living area, for those who are a bit better off. These aren't provided homes like the ones in the tower, these are paid for by the people who live there. But they're better. These are only available to those who make over a certain amount yearly, as ascertained by the Central Administration (My concept of the ideal gov't, which I'll go into on another post). Red is the Reserve Area, basically a nature preserve, park, etc.

Travel between cities is traditionally done by a railway system, represented by the thick black lines, two pixels wide. There are typically 4 railways going in and out of one city. These are in a grid pattern as well. The stations for each railway are in the first basement of the Tower. The roads lead to the parking complex starting on B2, and reaches down to B4. Below B4 there's B5, which is a technical area, which keeps day-to-day operation of the Tower running smoothly. They also monitor the Support Shafts, the metal roots of the tower that stretch straight down, keeping the tower anchored even in the case of an earthquake. I'm not so sure on how they'd fare against tornadoes.

There are also the micro-railways, leading from the tower to the four outlying areas. In the center of each area there's a micro-station, and four rails to get to the corners of the areas. They are walled areas. Above the central micro-stations, there are also miniature towers, the control centers for that area.

I've always been facinated by the idea of a tower cities. I've always imagined Tower Cities as a ecumenopolis like those from the Star Wars universe.

I don't like it...

If you're going to build an entire power plant like that, it's wasteful. You should have the entire thing covered in solar panels. And the atrium should be on the roof, where it will get more sun. What about water? Where will it come from? You have to worry about purifying and reusing it, too. And if certain people get bigger houses because they make more, and everyone else has to deal with tiny, crappy spaces in the tower, it would never work. No on would agree to that. That screams monetary supremacy. It leaves the people feeling inadequate and jealous.

Yellow is power AND nessicary industry. That can be anything from water purification to a government research facility. Solar panels could easily be applied to the tower. The rooms would be of multiple sizes, based off the need. For example, a single guy would get a smaller space than a family of four, but they would he by no means cramped. The private houses would only be available to those who really earn it. But yes, the atrium being on the roof would make more sense.

Oh, and redoing currency. Bar code tatoos. Everybody gets one when they turn 16 or so. This bar code is unique, and tied into the Central Administration banking system, and so all currency becomes digital. This, of course, makes drug dealing so much harder, an unintentional but useful effect.

The CA would eventually become the planetary government. Tower cities dot the global surfaces, though cities with many historic sites are allowed to stay. Many cities and towns of little to no historical influence are leveled though, to maximize farmland. Railways are constructed, as well as Nexus Towers, incredibly large towers at the center points of a region. These are twice the size (not height) of a normal tower, and act as the seat of government for that region. State boundries cease to exist, and are grouped by geographic sense. Some regions gain territory, some lose. Massachusetts becomes part of the New England region, Texas loses a bit from it's borders that fall within the country, and Canadian provences would stay the same; they're big as it is.

Tattoos? Fuck that. I completely disagree. No one should be forced to have a tattoo put on their body, and I find the idea of barcodes for people completely authoritarian and am against it.
