The Year is 1793. Revolutionary France has just gone to war with Great Britain, throwing Europe into turmoil as the people form the greatest armies and navies since the Seven Years War. The Reign of Terror casts the French Monarchists into exile, many of which flee to the shores of Britain and the United States. A contingent of French Royalists escape the guillotine to the Island of Devia, a small spit of land in the Caribbean. The British have recently established a small presence there to combat piracy operating out of the Bahamas and put pressure on the fledgling United States. American foreign policy under the Washington Administration clings to international neutrality, aiming to keep the United States out of the violent affairs in Europe. With a pirate-hunting Royal Navy officer, an exiled French Royalist, and a neutrality-seeking American diplomat, the Island of Devia unintentionally and unofficially becomes the setting of a Tri-Party Peace Negotiation, aimed at keeping the region in a balanced state. However, the drums of war sound when a Dutch VOC agent severs all ties with his employer and country, using his immense wealth to found the Devian Empire. In signing contracts with local pirates and princely Hessian friends, the Dutchman-turned-Devian acquires both an army and a navy, threatening the peace talks and the stability of the Caribbean. In an effort to appease the conquest-thirsty Devian Emperor, the European and American representatives agree to meet an Imperial diplomat for negotiations. However, there are rumblings throughout the streets of Port Devia that a tyrannical man such as the Devian Emperor does not deserve to reign, and taverns fill with whispers of assassinating the coming Imperial Ambassador...

Regular Forum Strongheim
The capital of the Devian Empire, Strongheim was once a well-protected trading post for the Dutch VOC. It is located in one of the larger inlets on the western coast of the island, overlooked by bluffs fortified with batteries. Two small forts are situated on either side of the inlet's mouth, making an attempt by an enemy to enter much like a man placing his head into the jaws of a lion.
