Bilge actually is involved in collecting the water which is over flown from the deck. Bilge also collects water from any leaks that exist at any corner of the hull. The leaks have to be repaired in order to avoid water drained into the bilge through them. When there is a huge storm, the excess water that reached the decks cannot go back into the sea immediately. There are high chances for the water to get drained into bilges from decks during storms. This bilge waterwill be later handled by the bilge pump.
