Section I: League Overview
------------------------------------------------------------

Welcome to MLB Dynasty! This is a franchise league meaning that you will control a teams full franchise acting as the GM. As GM you have full control over you Major and Minor League systems being able to promote/demote players from Minors to Pros or vice versa. Players will also be signed by contract in this league as we deal with free agency as well as re-signs and since we have contracts we also have a Salary Cap in this league. We will also have drafts in this league, contraction drafts and our First Year Player Draft. This is my first leauge acting as Commissioner and im here to help so if you have any questions about anything at all then feel free to message me on this account, or to email me at dbenson017@hotmail.com

MLB Dynasty is a franchise league that will be based off of ESPN's fantasy baseball system, with head-to-head scoring. This means that when the league actually begins play on Opening Day, each team will already have their rosters imported from these forums to ESPN's database. No entry fee is required to play in this league as it is just for fun. The league consist of 20 teams, with 10 in each the American League and the National League. The two leagues will be loaded together onto ESPN.

All transactions(signing FA's, resigs, trades, waivers, etc.) are to take place on this site only. Do not add players on ESPN if they are not on your roster for this website as they are not your property. Only add players from ESPN when you have either signed or traded for them on this site first.

The league will use salaries determined from Cot's Baseball Contracts to begin the league and when absolutely necessary in future seasons. We are going by rosters as of March 1st, 2010 for any problem solving regarding who owns who.

MLB Dynasty is meant to be a fun, yet competitive league. We are going to strive for consistent activity from our members, but the league should have a relaxed atmosphere. While such leagues may cause controversy or tension from time to time, do realize that constant tension or aggression could warrant your removal from the league. Removal from the league is at MY complete discretion, but will always be reasonable and explainable. I'm not going to implement any specific policies regarding this, but if I have to message you asking you to stop doing something, you're already on your last straw.

The league will also have a sort of competitiveness net, if you will. What follows is official policy for MLB Dynasty: If at any time it is determined that an owner is threatening the integrity of the league by not truthfully trying to improve his or her situation in some shape or form, that owner will be removed. This will very rarely come into effect, but WILL be followed in such cases where an owner is maliciously tanking his or her own team.

It was mentioned earlier that the league consists of 20 teams- 10 from each league. This means that 10 teams are going to be contracted. After all 20 GM members have picked there teams, then the 10 left will be our contracted teams which we will have two seperate drafts for the players on there teams. One draft will be a MLB draft with a player pool of all of these teams MLB players and the other draft will be our first MiLB contraction draft for the prospects of these teams. If a player has not yet hit the 50IP/130AB rookie mark yet, then he is not eligible for the MLB draft and will be apart of the MiLB draft.

Section II: Rosters and Scoring

Teams rosters will consist of 30 players at all times. In the offseason, you may exceed 30, but may not have over 40, and you must return to 30 players two weeks in advance of the scheduled opening day for the upcoming season. Both leagues will have 10 position players starting, and 12 pitchers. The roster setups are as follows:

There are 22 starters and the other 8 players will be on your bench, and can be either positional or pitchers, depending on how you want to build your rosters. That is at your discretion.

You will be allowed 1 Member to be placed on the Disabled List (DL).

MLB Dynasty will score on a 6x6x1 Head-to-Head system on ESPN. This means that there will be 6 hitting, 6 pitching, and 1 fielding categories that your players are scored in. Those categories are as follows:

HITTING- R/HR/TB/RBI/SB/AVG/OPS/FPCT
PITCHING- K/QS/W/L/SV/HD/ERA/WHIP

Section III: The Salary Cap, Contracts, and Arbitration Cases

Each team has the same Hard Salary Cap, which is currently set at $100,000,000.
(The Salary Cap can be revised)
+For the beginning of this 2009 season we are going to work around the cap until we can get everyone set up with their rosters. We will be trying to get this Salary Cap going asap though.

Each player will have a monetary salary posted next to their name, along with a year that their contract ends. The monetary salary is the average annual value that the player will be paid every year until the contract ends. Our contracts DO NOT change in money value until they expire.

* Example with player Bengie Molina. If Molina was signed for 2 years
at $10,000,000 making $4 mil the first season and $6mil the second season, then you would average his contract out to $5 mil. annually making his contract look like this on your page.

Bengie Molina $5,000,000 (2010) This is if 2 year contract was for '09, '10 seasons

Rookie Rule
For all rookies or players called up from the minors, they will be signed at a contract of $400,000 for 4 years with a 5th year team option for $3,500,000. The players 4 years of the contract do not begin until 130 CAREER ABs or 50 CAREER IP IN MAJORS plateau is reached by the player.

*Example with player Pablo Sandoval. Sandoval crossed the 130 AB's plateau in the Majors last season so last year would be considered his rookie season. This means that his first year was 2008 so his contract would be for $400,000 for 08',09',10',11' with a 12' team option at $3,500,000. It would look like this:

Also, a contract year ends with that seasons World Series. So if you have a player signed through 2010 and our leagues 2010 World Series has already ended then he is no longer signed to that contract and therefore cannot be involved in any trades.

Section IV: Trades & The Trade Voting System (TVS)

Teams can agree to trade players and/or draft picks from their team to other owners. A team may trade any player, major leaguer or minor leaguer, that they own to another team. Teams may also trade draft picks. Teams may also trade cash, cap space, or contracts. Trades may include two or more parties.

To post a trade, one of the two or more involved teams must post the movement of commodities. To do this, simply post what is being traded. If the trade involves players, just copy and paste the player's name, position and contract line from the team roster. If the trade involves a minor league player then just include the players postion, name, and then clarify that he is in fact a prospect. If the trade involves draft picks, make sure that it is clear what draft you are trading from/for, what round the pick is that you are trading, and what years draft the pick is for since we can trade future draft picks in this league. A proper trade post is as follows:

As you can see, everything is clearly depicted and described in that post. It shows which draft as well as which round each pick is. All the contract data about the players is correctly shown. And the players positions as well as full names are listed in the trade.

After a trade is posted, the Transaction Committee will begin their work. The Transaction Committee (TCM) is a group of GM's chosen by the league and the Commissioner (4 represent the National League, 4 represent the American League) The TCM will be administrators of the leauge. As a TAB member it is your job to vote on trades as well as resigns. Also TAB members will help in making sure the league continues to run smoothly by opening/closing/creating/etc. any topics or posts that need to be taken care of.

Note- The Transaction Committee will be chosen once all 20 GM's have joined

The qualifications for Approved/Vetoed scenarios are as follows:

Approved:
-If a trade receives at least 4 Approvals, or 3 Approvals in a row.

Vetoed:
-If a trade receives at least 4 Vetoes, or 3 Vetoes in a row.

To keep dignity in MLB Dynasty, any TAB Member found of wrong-doing or abuse of power will be dealt with immediately.

Draft picks will be treated in voting as if they were the player equivalent to what could be had at that pick. For instance, in the upcoming contraction draft, if one were to trade the 1st overall pick, it would be treated as if they were trade the top player from the 4 organizations being drafted. Conversely, if it were the 20th overall, pick, it would be treated as if they were a lesser player, albeit still a major leaguer. Use your heads when trading draft picks.

Section V: Revocable & Irrevocable Waivers; MiLB Transactions

Waivers
MLB Dynasty will have two types of waivers, "revocable" and "irrevocable". There is however a penalty hit when waiving a player of 30% of the players contract which will last as long as the players contract was signed through.
Revocable waivers give the waiving team a chance to pull back the waived player at any time within the 48 hour waiving window. This can be used to gauge trade interest, or simply if you're unsure on whether or not you'd really like to let a player go.
Irrevocable waivers allow teams to claim a player without giving the waiving team a chance to pull him back. To waive a player under either of these formats, just post in the appropriate forum with the player's name and contract in the post.

Both types of waivers last 48 hours. Any team may claim any player, as long as that player will not put them over the salary cap in the event that they win the claim.

If a player is not claimed within the 48 hours, that player will clear waivers. The player will remain on your 30-man roster, but will have the ability to be directly sent to your paid minors. A notation will be made on the player's contract line depicting that he cleared waivers.

When a player is put on the revocable players waiver, all teams will have 48 hours to claim the player. The team that put the player on revocable waivers has 48 hours to pull back the player. If the player is not pulled back, he will then be awarded to the team with the highest waiver priority.

Options
A team can sometimes demote their players to the Paid Minors without waiving them. Every team in the league is allowed waiver passes/options per year (January 1st-December 31). You may use a pass to send a player directly to the minors without him being placed on waivers and you must specify that your using a pass on this player to send him down and what number pass you are using. If you chose to call that player up again later on in the season and wish to send him down to the minors later on again you must use another pass on him. YOU DO NOT LOSE AN OPTION WHEN CALLING UP A FIRST TIME PLAYER FROM THE MINORS.

Once you run out of passes, or you don't want to use one on a player you must place the player on waivers, however if that player is claimed he's gone.

Section VI: Player Resigns & Option Years

Player Re-signs
As your players' contracts expire, you will have a chance to resign them, there are limitations though: You may only have 6 resigned players on your roster at any given time, and these players are not tradeable for until May 1st of that season after being re-signed. All Re-Signs must be for at least 2 years, and you may not use more than 3 re-signs in any given year. These restrictions prevent a team from repeatedly resigning a core group of players and dominating the league. Also, in order to resign a player you must make the player an offer in the player resigns forum.

You may offer the player whatver you want and also remember that pay cuts ARE allowed. Now, after making an offer the league TAB members will take a look at it and then vote on whether or not it is a fair amount to the player. We are NOT speaking for the player and just letting everyone know, overkill is not going to make your offer look better. Instead, we will speak for the integrity of the team and the league to make sure that the player gets what is necessary. There are a few possible scenarios that could come from our votes:

A.) At Least 4 TCM Members Approve. This will result in an obvious Approval, and you may add him back to your Roster with his newly acquired contract.
B.) At Least 3 TCM Members Vote "Counter" before 4 Approvals are posted. What this would mean is that the offer you gave was not seen as fair to the player and/or the league. If this happens I will then give an offer that I feel is more deserving for that particular player. You will then have 72 hours to accept or deny it. If you deny the offer we give you, the player will be made a free agent.

Option Years
If a player has an option year tacked onto his contract, that option can either be activated or terminated. For the beginning of this league we will ONLY deal with TEAM options. Team Options can be offered and when a players option year comes up the team can either accept or terminate the option. If the option (contract) is terminated the player will then become a free agent.

Contract Options will be listed as follows with the Bengie Molina example again.
*Example- Contract Details, deal through 2011 with 2012 team option at $5,000,000 a year would look like this:

Section VII: Free Agency System

When free agency opens, every team will have the ability to open a bid on a player. To open a bid on a player, a team must find the designated thread for that player in the Free Agency Lobby, and place a bid there.The post must contain the complete contract line that you wish to give a player which should include the players name, postion, the point total of your offer (explained below), and the contract that you are offering the free agent. Players may have option years (TEAM ONLY) tacked onto their contract, as will be explained later in this post.

Also in the bid, you must calculate the "Points" that you have offered a player. Each component of a contract gives different amounts of points. The points legend is as follows:


QUOTE
Money (X Millions) = X Points
X Years = X Points
No Trade Clause = 1 Point
Mutual Option = .5 Point

What this means is that a $2.7 million offer for 2 years gives 2.7 points for the contract and 2 points for the years for a total of 4.7 points. Contracts cannot be longer than 4 years, or 5 years with an option(s). An option however does count as (-1) point when making a deal. Contracts may have up to two team option years on them. If a player's option is terminated in the first year though, then the 2nd year's option will be terminated with it. More on option years can be found in Section VIII.

A proper, complete bid post would look like this (offer made in 2009):

2B Marcus Giles $2,700,000 (2010)
2.7 (contract) + 2 (years) = 4.7 Points

with a team option it would look like this;

2B Marcus Giles $2,700,000 (2010-11T)
2.7 (contract + 2 (years) - (1) TO = 3.7 Points


You may also sign a player to a Paid Minors deal. This means that the player will not be placed on your 30 man roster if signed. Once a player is offered a major league deal by any team in that free agency year, he may not be offered a Paid Minors deal by anyone else even if it does total for more points than the major league offer. The maximum annual salary for a Paid Minors deal is $1,000,000. If you are offering a Paid Minors deal, the Bid Points that would normally be calculated are cut in half. This means that a 1 year, $400,000 Paid Minors deal would be .70 points (1 + .4 = 1.4 / 2 = .70)

You may not exceed the salary cap with any pending bid. A bid that would put you over the salary cap will be thrown away as ineligible and the team that made the illegal bid will be hit with a cap penalty of 15% of the annual salary for the contract offered in the illegal bid and this penalty will last for as long as the contract was offered to last. Every bid must increase the previous bid by 5% of the previous bid's points. For instance, the next bid on Marcus Giles in the example above must be at least 4.935 points, or (4.7 * 1.05). Lastly, you may not sign more than 25 free agents total in a single free agency.

If a bid remains as the top bid for 24 hours, the player will go to the top-bidding team. Any signed player may not be traded or waived until May 1st of the upcoming season. There are no refunds for players who retire or who play overseas. You must be aware of this when signing them to long-term deals.

Section VIII: Contraction Draft/ First-Year Player Draft (FYPD)

Contraction Draft
As we know there are 10 contraced teams in MLB Dynasty so in order to fairly distribute the players and prospects of these teams we will have an annual, or yearly draft for the players/prospects of these teams, this will be our MiLB contraction draft. This is a draft of the 10 contracted teams minor league players. It will be a 10 Round Draft.

For the first season though we will also have a 10-round MLB draft. We will have this draft only this one time because this will be the only time that we will need to fairly distribute these teams MLB players. With 10-rounds and 20-teams in the draft, that will mean 200 picks in the draft for the 10 contracted teams MLB players only.

The First-Year Player Draft (FYPD)
This a 3 round draft for players that were drafted in the real MLB FYPD draft for the corresponding season. Eligible players for this draft will be players that were drafted in the corresponding years draft that have already signed with their teams. If they have not signed, then they AREN'T eligible. Our leagues FYPD will be held at the beginning of every offseason, we hold it then because this gives us all a few months to see these drafted players spend some time in the minors as well as to just read up on a few of the draftees. The reason we hold this draft is to add fun to the league. It also gives us more control over our farm systems as we actually get to choose where we would like to add depth to our farm system rather than having our MLB affilated team make all of our draft picks for us.

*GM's will have a maximum of 30 DAYS after the last pick of the last round in the corresponding Draft taking place to make picks they have missed. No matter which round(s) they may have missed, they can still make up the pick(s) for any of those rounds for up to 30 DAYS. After the 30 DAYS has passed, they no longer have the pick, or are they able to make the pick. NO EXCEPTIONS.
