This is Team8plus work, thanks JohnDoe2.

It is interesting that the 9/11 commission, and Bush, and Rice, all suggest that failure to foresee airplane hijackings and planes as missiles was a failure of imagination.

However, ALL these scenarios were wargamed before 9/11, planes hijacked, planes into buildings, building collapses, plane into Pentagon, etc.

So are they incompetent, ignorant, or lying?

One a month before 9/11 the evacuation of the Pentagon was practised during another mass casualty exercise.
Participant General Lance Lord:
“Purely a coincidence, the scenario for that exercise

The Office of Emergency Management, located in World Trade Center 7, organized a bio-terrorism drill called “RED EX” where terrorists attacked the city with bubonic plague and Manhattan was quarantined.

“Operation RED Ex provided a proving ground and a great readiness training exercise for the many challenges the City routinely faces, such as weather events, heat emergencies, building collapses, fires, and public safety and health issues.”

Bernard Kerik, New York Police Departement:
“The City, through its Office of Emergency Management, had coordinated plans for many types of emergencies; and those plans were tested frequently.” These emergencies, he stated, included (amongst others) “building collapses” and “plane crashes.”

Adding these two statements together it appears that RED Ex tested the city for building collapses.
Unfortunately details about training for airplanes crashing into New York City remain unknown and the Commission of course didn’t bother to go into these details.

Also in Pennsylvania where UA 93 crashed a major training exercise was held on June 16. In Westmoreland County, which neighbors Somerset County where Flight 93 crashed the exercise, called Mall Strike 2001, took place and involved over 600 emergency first responders and emergency managers responding to the simulated release of a toxic chemical agent and the simulated release of radiation and radiological contamination.

Emergency and medical teams were well prepared at the Pentagon, New York and in Pennsylvania for something like 9/11.

The Air Defence practiced as well:
At some point in the two years before 9/11, NORAD conducted exercises
simulating hijacked airliners as flying weapons to crash into targets.

Which is kind of surprising as in October 2000 the Pentagon had trained exactly for this scenario itself.

June 2001
North American Aerospace Defense Command (NORAD) sponsored a multi-agency planning exercise named “Amalgam Virgo” which is only interesting for a nice picture:

The Fort Myer fire fighters arrived only three minutes after the Pentagon was hit, and subsequently participated in the fire fighting and rescue effort. The fire station at the Pentagon heliport was actually operated by the Fort Myer Fire Department, and was manned that morning by three Fort Myer fire fighters who had already undertaken the airfield firefighting training.

At Fort Belvoir,
an army base 10 miles south of the Pentagon, Lt. Col. Mark R. Lindon reportedly conducted a “garrison control exercise.”
The object of this was to “test the security at the base in case of a terrorist attack.”

At Fort Monmouth,
an Army base about 50 miles south of New York City, staff were preparing to hold “Timely Alert II” a “disaster drill” to test emergency response capabilities to a fake chemical attack from terrorists.

An exercise, called Tripod, was scheduled to take place in New York on September 12, 2001. It was intended to test how well the OEM could administer treatment in the event of a biological-terrorism attack. More than 1,000 Fire Department trainees and Police Academy cadets were hired.

Mayor Giuliani used Pier 92, where it was to have taken place, as a command center to coordinate the real 9/11 emergency response.
Rudi Giuliani:
“The equipment was already there so we were able to establish a command center there within three days that was two-and-a-half to three times bigger than the command center that we had lost at 7 World Trade Center.”

Thanks to these drills many emergency response personnel were in New York City in time for the attacks and FEMA showed up with a considerable amount of equipment not long after the towers fell.
