I think maybe we should take the hint from Greek mythology on this one. Why did the Gods defeat the Titans? I’d say the message of those stories is that the ability to create beats physical power.

What would happen if all the non-police people there did something unexpected, funny, or inspirational? What if they all fell to one knee and begged the police to stop? What if they all entangled themselves in a big clump and fell down to the ground lifeless?

What if they all sat down cross-legged and meditated praying for world peace and the liberation of all souls from suffering?

Perhaps something like this?

This is exactly what is happening in the ongoing "Anonymous" vs Scientology fight. Anons turn up wearing masks (to hide their identity and highlight the fact that if the "Church" can identify someone, it will harass them into silence), and they simply stand there. They impede no one's progress in or out of any building. If someone asks, they hand out fliers. They don't chant, they don't use violence, they just stand there.

For the "Church" this is more intimidating, because they have no policies on how to deal with this, and worldwide, it has them shaken to the core.
