I doubt it would be legal to use his Presidential campaign funds to finance his Congressional campaign. I think he'd be required to return it pro-rated(?) to the donors.
No I don't think they have to give it back - but I agree, because those that donated have given him millions of dollars - and to just quit is not an option, he can keep his Congressional seat but he still needs to hop onboard the Libertarian or Constitutional parties and run for President. They still have to have him in the debates and it will be against 2 people with two different viewpoints, it could be the first time in modern history that a 3rd party will win.

But this sad talk from Paul is really affecting the morale overall, because last week, the Ron Paul blimp could no longer afford to stay afloat, and it has been returned.
