Having agents play friends and family of United 93 passengers is pretty complicated. They need to assume those roles for life. That's a lot of people. It's not just the people who were involved in the phone calls. It's the people they are friends with and related too, as well. Anyone who knows the "friends" and "family members" would have to be in on it, too. All fake identites. All fake lives. They have to mainatain that identity for life, and live that life.
