It is very powerful propaganda because it appears to be giving a platform to those "crazy conspiracy theorists" while reassuring the masses that everything is OK. It picks a few aspects that these mad people push as evidence of conspiracy and neatly explains why everything is OK really. So for those who have dipped a toe in the water of 7/7 it makes them feel silly for believing idiots. It is "nothing to see here programming".
