It is because the compression scheme used in creating that .mp4 file which is hosted by the Internet Archive deinterlaces the original video, and you can actually see the flash's beginning if you look for it, but the next frame is dropped. Do a frame by frame and you will see that every other frame is dropped. I do know that Dylan worked from the highest resolution videos available at the time, which in this case would have been a copy of the Naudet Brothers first DVD. Edit to add - I am currently downloading the high resolution 1 GB .mpg version of that clip from the Internet Archive and will post a screenshot after I capture it...
