Well the BBC News broadcast of their copy of the Naudet Bros. footage clearly showed the flash. http://www.youtube.com/watch?v=ADIxUlFj4mY Given that Loose Change wasn't even in the planning stage at that time, this clearly establishes the flash was real, or added by BBC News.
