You can't see from the ground if a plane has turned off the transponder. Of course the info is thin - that's why I would like to have page 2, and wonder why it's missing. As I understand it, this witness (and some others, too!) have seen the Cessna, and when the North Tower impact occured, he believed it was the Cessna that hit it.
