The fact that the memo references the winter/spring of 1962 is significant because "CIA: Legacy of Ashes" documents that Robert Kennedy proposed a false flag operation to CIA Director John McCone in August. "On August 21, Robert Kennedy asked McCone if the CIA could stage a phony attack on the American military base at Guantanamo Bay as a pretext for an American invasion of Cuba." p. 193 "CIA: Legacy of Ashes" by Tim Weiner Tim Weiner's footnote cites - McCone memo 8/21/62 in "CIA Documents on the Cuban Missile Crisis" FRUS Vol X document 385 Bobby was probably aware of (if not the originator of) the Northwoods plan and was probably unhappy that it wasn't going anywhere, so he tried to push MCone to go for it. |
