Gallop did not see aircraft debris, but that does not mean it was not there.
A plane of that size would leave massive amounts of debris everywhere. We're talking about a plane that weighs 250,000-275,000 pounds and is 150+ feet long and 120+ feet wide. The debris would be inside and outside and there would be many recognizable pieces. She didn't see any on the inside, Jamie McIntyre from CNN said upon his close-up inspection, there was no evidence of a plane hitting anywhere near the Pentagon:

So inside and outside, a 250,000+ pound plane is invisible.

I will also note that I find it curious that the Pentagon clocks stopped along with her watch. Almost indicative of a localized EMP.
