If the FDR was changed out, as it had to be according to their laughable photo evidence, that should be reflected in the maintenance logs. Is the hardcopy information regarding the plane itself under federal custody? When a plane crashes don't those sort of things become the jurisdiction of the NTSB and open to public review?
Usually, but not on 9/11.

On 9/12/01, the US Military showed up at Boeing in Seattle, WA, confiscated all their records for the four planes and shut down their part of the investigation. You'll have to ask the DOD what they did with the records from there. Good luck.
