from going through the oral histories, it seems to me that the message coming down the chain of command was that no.7 would be coming down and that everyone had to get back and wait for the collapse before going into (or back into) the area. without such orders it would seem to be normal to just go and put the fire out and rescue anyone trapped in the building. also seems that some people without proper radio contact were doing just that (one chief McNally for eg.).
