It cuts off at around 28 seconds in this clip but you can still see something to the right of the tower. It is a lot more predominant in the original high quality footage and it does not cut off. If you can find it you will see something very eye-opening though I do not profess to know what it is. Since this was my thread to start with, I might as well answer, I'm here looking at the History Channel's "102 Minutes That Changed America" which is where the clip you linked to is from, from what I can discern there are numerous pieces of paper, and what looks to be a longer roll of black paper, a roll of white paper, perhaps printer paper, and a black object moving across the sky, probably just a helicopter coming in at the right at the end of the clip.
