I regret to say that I didn't even see it until today; it seems I can't subscribe to topics here to be notified when there is a response, as I can on sciforums. It's likely he's the type that uses a NOSCRIPT addon or disables Javascript in his browser. You could tell him to try re-applying however he will require to have Javascript turned on for at least the duration of the signup process.
