A big part of training people to kill other people is to dehumanize the enemy. Otherwise you have a serious problem with getting people to kill each other, because it is not a "normal" state. Once you have dehumanized the enemy, however, you always run the risk that you have gone a step too far and now you have dehumanized the enemy's wife and children as well. If you have trained your soldiers to dehumanize these people, you can't really turn around and prosecute them for murder.
