Oddity: why have I seen only the defendants complain about the length of time the suits are taking?

IIRC, the judge in the appeals court also accosted the PLAINTIFFS for the length of time the cases
had taken.

Haven't the plaintiffs ever complained about the length of time?

Or the courts about the defendants?
