Department of Interior Secretary Ken Salazar said that "no one knows" if gasoline prices in the United States will reach $9 per gallon, and acknowledged that the possibility is outside his control.

"I don't think anyone can speculate what will happen with respect to oil prices and gas prices because they are set on the global economy," Salazar told reporters when asked if gas prices could reach $9 per gallon, as they have been in Greece. "Where it will all end, no one knows.

He explained that "what we see happening today are the influences first of unrest in places like the Middle East and Iran, which disrupt the markets and allow the futures markets to play on some of what they see [in] the unrest around the world; and secondly the huge demand that you've started seeing in places like China, India and Brazil."

Salazar touted President Obama's "all of the above" energy policy and the prospect of renewable energy, but warned that "we do not control the price of oil."

Boy, if I could find the SOB most responsible for letting that Arab Spring grow into such a problem ...well, I'd want to string 'em up if I could!

Gas Prices are on the rise in California. A week ago they had dropped down to $4.00 a gallon at Costco. Now it is $4.15 a gallon. This despite failing crude prices.

IMF paints grim picture for oil future

WASHINGTON, May 15 (UPI) -- Incremental increases in global oil production may translate to a doubling of oil prices by the next decade, the International Monetary Fund warns.

The International Energy Agency warned last year that historically high oil prices during the Libyan war could erase upbeat assessments about the potential for global economic recovery.

The International Monetary Fund warns that, despite a modest decline in global oil prices this year, the world economy was headed for "unchartered territory," the Daily Telegraph newspaper in London reports.

"Our prediction of small further increases in world oil production comes at the expense of a near doubling, permanently, of real oil prices over the coming decade," an IMF report states.

IEA Executive Director Maria van der Hoeven said in Australia that concerns from last year were continuing into 2012.

"Prices remain very high," she was quoted as saying."High prices pose a real threat to the economic recovery."

The Organization of Petroleum Exporting Countries, in its May report, said global oil demand stood at around 900,000 barrels per day.

"Given the stabilization of the U.S. economy and the shutdown of Japanese nuclear power plants, world oil demand growth has, at least for the short-term, stopped its declining trend and is showing some growth," the report read.

Shell expands LNG option for 18-wheelers

The nation's slow roll toward cheap natural gas fuel for commercial fleets took another step Thursday as Shell Oil Co. said it's gearing up to supply liquefied natural gas to 100 interstate highway fueling stations across the nation beginning in 2013.

Under the tentative terms of the agreement, Shell will construct more than 200 LNG lanes for fueling heavy-duty trucks at TravelCenters of America stations and Petro Stopping Centers across the country.

Locations for the LNG pumps will be selected based on the needs of cross-country commercial trucking customers, according to a statement from TravelCenters, a full-service truck stop chain with 165 locations nationwide. It owns Petro Stopping Centers.

Natural gas proponents have pushed for greater use of the fuel for transportation. Supporters say the fuel is a way to relieve the glut of domestically produced natural gas on the market. The oversupply has driven down the cost of natural gas fuels, compared to crude-based gasoline and diesel.

Bad News for Californians - One of the largest refineries n California

Fire at Chevron refinery in Richmond

(08-06) 22:25 PDT RICHMOND -- Thousands of East Bay residents were ordered to stay in their homes with the windows and doors closed Monday night after a series of explosions and fires tore through Chevron's Richmond refinery.

The explosions started about 6:15 p.m. and at least two large fires spewed thick, black smoke into the darkening sky.

The fire started at the refinery's No. 4 Crude Unit, Chevron officials said. Just before 6:30 p.m., an inspection crew discovered that there was a diesel leak in a line in the unit - and that the leak was growing.

Shortly after the crew evacuated the area, the diesel ignited, said Nigel Hearne, manager of the refinery.

All employees had been accounted for and there were no fatalities, but one refinery worker suffered burns to his wrist and was treated at the on-site clinic.

Chevron refinery fire may raise gas prices

A fire at Chevron Corp.'s Richmond oil refinery may push gasoline prices higher today as it disrupts fuel output at the state's third-largest crude-processing plant.

Chevron's 240,000-barrel-a-day refinery shut its No. 4 crude unit after the fire Monday, Heather Kulp, a Chevron spokeswoman, said Tuesday. The fire is out, she said, and the plant is maintaining a small controlled burn at the crude unit to relieve pressure. Other units are operating at unknown levels, Kulp said.

"We don't know how long the crude unit will be down, and they may have had to shut other refining units as well," said Andy Lipow, president of Lipow Oil Associates LLC in Houston. "I expect that if several units shut, gasoline prices will spike at least 10 cents today" in California, he said.

California-blend gasoline, or Carbob, in San Francisco gained 1.5 cents to 5.5 cents a gallon above futures traded on the New York Mercantile Exchange Monday, data compiled by Bloomberg show. It rose as high as 14.75 cents on Aug. 2 from a discount of 12 cents on July 18.

Carbob spot prices Tuesday may be 24 cents higher than yesterday and diesel may jump 4 cents, said Bob van der Valk, a petroleum industry analyst in Terry, Mont. He said BP Plc's Cherry Point refinery in Washington took four months to reach full operation after a fire in February.

"These increases will be passed along to retail pumps at California and gas stations as far north as Seattle," he said.
