Everybody involved in familty/juvy court and custody feeds from the same troughs - fed, state and donations - so they all know each other quite well ...including the defense attorneys. |

How did stealing a taxi, and attempting to run down an officer with it, morph into a misdemeanor speeding with community service and probation? (I guess if you know everybody in the courthouse then it's pretty easy; Woody Vann is your attorney, he's a friend of Nifong, Nifong and Cy are friends with myriad judges, etc. etc. (But this more than beggers the point that Nifong must have known about Crystal's rape charges before he just happened to see the NTO on a xerox machine.) Friends, give it a rest. Crystal is a sideshow, in more ways than one. She cannot stand to be out of the limelight. And frankly, the poor woman is a nut. Cy's late ex-father-in-law ... (no link) Local youth advocate, Fred Elkins , dies at 70 Herald-Sun, The (Durham, NC) - Monday, February 9, 1998 Author: J. CAMERON TEW The Herald-Sun Fred K. Elkins , retired chief counselor and administrator of Durham's Juvenile Court and a key advocate of unifying the state's juvenile system under the courts, died early Saturday morning. Elkins , a longtime resident of Durham, was 70. Elkins served as chief counselor of the 14th Judicial Juvenile Court for 25 years, from the district's creation in 1966 until 1991. During that time, Elkins worked for the community and the troubled youths who came before the court, state Supreme Court Associate Justice Willis P. Whichard recalled. ``He worked hard and brought energy to the job. He was concerned about the children and the community,'' Whichard said, adding that he considered Elkins a pioneer in the creation of a statewide juvenile-court system. Elkins convinced Whichard of the need for a unified state system to replace the fragmented systems where some counties had courts or clerks of courts deal with juveniles and other counties handled such situations through social services. In 1973, Whichard , who served in the state House at the time, presented a bill to the General Assembly to unify juvenile programs under the Administrative Office of the Courts. The bill passed in 1974, but Elkins continued to help implement the program throughout the state, Whichard said. ``He thought children would take treatment and punishment more seriously if it fell under the courts,'' Whichard said. ``I've always been interested in young people,'' Elkins said during a November 1975 interview. ``I have worked with them through my church and any other way I could help them. ``I took the job because it fit into what I think I was cut out to do. It's a challenge.'' Elkins ' family moved to Durham when he was 6. He graduated from Durham High School, Brevard College and High Point College, where he majored in religion, psychology and education. After getting his degree in 1952, he became director of Christian education for Central Methodist Church in Albemarle, where he met his wife, Angela. He moved back to Durham in 1954 and became co-owner of a furniture store here. In 1966, Chief District Court Judge E. Lawson Moore appointed him to the chief counselor slot for Juvenile Court. When he took the job, he also was director of the Durham County Juvenile Home. Besides his work with the courts, Elkins was active in the community. He served as Scoutmaster of Troop 205 and was honored as Scoutmaster of the Year in 1965, as well as being named one of Durham's Fathers of the Year in 1985. He was an original member of the Durham Police Reserves, and as a licensed pilot, he flew surveillance for the Durham County Sheriff's Department and the N.C. Highway Patrol. |
