WASHINGTON — Seeking to show the public he understands the burden of rising gas prices, President Barack Obama set an ambitious goal of reducing U.S. oil imports by one-third by 2025, and vowed to break through the political gridlock that has stymied similar initiatives for decades.

"Presidents and politicians of every stripe have promised energy independence but that promise has so far gone unmet," Obama said Wednesday during a speech on energy at Georgetown University.

"That has to change. We cannot keep going from shock to trance on the issue of energy security, rushing to propose action when gas prices rise, then hitting the snooze button when they fall again," he said.

Obama touted a series of initiatives — some new, but many he's previously announced — that he said would boost domestic oil production, increase the use of biofuels and natural gas, and make vehicles more energy efficient. And he embraced nuclear power as part of America's energy future, despite increased safety concerns following the earthquake and tsunami in Japan that severely damaged a nuclear power plant there.

Obama said he is determined to ensure that nuclear plants in the U.S. are safe, and has ordered a safety review of all facilities that will incorporate lessons learned from the crisis in Japan.

The president spoke against the backdrop of rising gas prices following unrest in the oil-rich Middle East. Gas prices in the U.S. have shot up 50 cents a gallon this year, reaching a national average of $3.58 a gallon last week, according to AAA's daily survey.

Republicans have blamed Obama's policies for the rising gas prices, pointing to the slow pace of issuing permits for new offshore oil wells in the wake of last summer's massive Gulf of Mexico spill and an Obama-imposed moratorium on new deep-water exploration.

The president struck back at that criticism Wednesday, saying his administration has approved 39 shallow water drilling permits since new standards were put in place last year, and seven new deep-water drilling permits in recent weeks.

"So any claim that my administration is responsible for gas prices because we've shut down oil production might make for a useful political sound bite, but doesn't track with reality," Obama said.

Obama said a significant part of his plans to cut U.S. oil imports would depend on further increases in domestic production, and he pledged to develop new incentives for companies to speed up oil and gas production on current and future leases. An Interior Department report released Tuesday said more than two-thirds of offshore leases in the Gulf of Mexico are sitting idle, neither producing oil and gas nor being actively explored by the companies who hold the leases. The department said those leases could potentially hold more than 11 billion barrels of oil and 50 trillion cubic feet of natural gas.

Even if Obama's efforts can reduce U.S. demand for foreign oil, experts say that's unlikely to bring down the cost of gasoline, since oil is priced globally and increased demand from China and other developing nations continues to push prices up. A longer-term energy strategy, he said, would also depend on boosting the use of alternative energy sources, including natural gas and biofuels.

"We have to discover and produce cleaner, renewable sources of energy," Obama said. "And we have to do it quickly."

Obama called for the construction of four new advanced biofuel plants in the U.S. within the next two years. However, advanced biofuels — fuels made from non-food sources such as wood chips, switch grass or plant waste — are still in their infancy and cannot yet be made in amounts similar to corn ethanol. Congress has directed more money to research and development of those fuels in recent years as some critics of corn ethanol have linked the diversion of corn for fuel to rising food prices.

The president also ordered government agencies to ensure that by 2015, all new vehicles they purchase are alternative-fuel vehicles, including hybrid and electric. Obama has previously set a goal of putting 1 million electric vehicles on U.S. roads by 2015.

Administration officials said Obama's plans would require significant spending on research and development, though they offered no cost estimates.


Increase oil production to help maintain or reduce price increases, while working to develop more biofuels that ONLY compete with oil if the oil price increases much higher than it presently is ....or subsidize that cost variance.

Meanwhile, brag about the Executive order that must somehow make it a law mandating that by 2015 ALL vehicles will use that new fuel ...the fuel we evidently "have to discover and produce", also known as "stuff" when the teleprompter isn't handy.

President Barack Obama’s approval rating and prospects for reelection have plunged to all-time lows in a Quinnipiac University poll released Wednesday.

Half of the registered voters surveyed for the poll think that the president does not deserve a second term in office, while 41 percent say he does. In another Quinnipiac poll released just four weeks ago, 45 percent said the president did not deserve reelection, while 47 percent said he did.The decline in support for a second Obama term comes as his approval rating has dropped 4 percentage points since early March, landing at 42 percent – a record low – in the poll released Wednesday. His disapproval rating has risen from 46 percent to 48 percent..snipped

Back to Obama's brilliant energy plan, here's an excerpt of interest that displays it well;

"Energy Secretary Steven Chu, seeking to explain why Obama's push for energy independence would succeed where others had failed, said Obama's timeline is realistic given recent advances in the clean energy sector.

"I think technologically, we're much closer than we ever were," he told reporters at the White House."



More promises for blue skies in the near future! This is just a continuation of that new "green market" Obama's crews are inventing for us ....with our dollars! The hypothetical theory that we will soon succeed with that miraculous answer to our energy needs through that science or industry or whatever it was Obama meant to tell us when he had to identify it as "STUFF" the days we were without the TOTUS.

Obama says the right things over and over again, but he is just lying. He says what is politically correct to different constituencies then his administration hinders anything that isn't "Green."

That man is just leading us into higher & higher energy costs and I predict scarities will follow..

We have to be at the point now that it's clear to people paying attention that Obama is not a producer. He doesn't produce, he's all about high-level ephemeral big ideas that he has no clue (and maybe no care) how to deliver on. It's all Sizzle and No Steak.

I think his handlers may have calculated that there are diminishing returns for actually producing - in contrast to whipping up crowds with hyperbole and wild promises of greatness.

Obama promised on and on and again and again about his streamlining of Government and elimination of Waste and Fraud. His Government was going to be different.

Like Schooling that includes measurables and quantifiables - it's boring to Messiah Obama (and it also tends to expose him).

We found out for all the talk of his Government Efficiency and elimination of fraud and waste - it turns out Obama's Gov't used a lot more energy (and gasoline) than previous administrations.

Does he ask more of his "employees"? Does he ask for accountability and a review of his Streamlined Government? No, he announces More Money $$$$$ be sucked into a New Mandate he laid down (regarding Fuel efficiencey and alternative fuel) that will go into effect months before he departs office, if he manages a 2nd term.

The guy knows it's easier to go out and give a grandiose speech rather than actually have to produce and show results. Don't look for any production or results from this man. He rode in on his Special Powers and he looks to be leaving with a bunch of fantastic promises as his legacy.

So not only is 0bama's city a dangerous place to live, but they also have unhealthy behaviors. Maybe next time the democrats nominate a community agitator organizer to be president it should be one whose community isn't a mess.

I don't even think Mobama's Garden was safe.

I don't know how the trust factor could get any lower, I don't believe anything coming out of there anymore.

This is all empire building. If they take no stand on exercise or health, then that's one last thing they need money for. They are expanding. Everything is in their purview and they need money for everything.

Baldo just reminded of another brilliant move bu Obama; the debt commission.

The sad part is that it was actually a good idea ...couldn't hurt, might help ...but Obama ignored what his group told him to do.



Maybe the Republicans need to re-assemble that group.

Skip all he has shown us to illustrate that he does not believe that ENERGY from fossil fuels are a no no, and looks how East, West and North coasts are out for drilling.

He still has a desire to create a new 'green' market as HIS way of reducing our "foreign oil dependence".

Is she even eligible? The SOS is in the line of succession. Or don't they even bother to check anymore?

It would not matter what her nationality is. She would be skipped over - just as Kissinger would have been skipped over when he served as Nixon's Secretary of State.

There is neither a residency or natural citizenship requirement for any cabinet official. I suppose that the Senate, which confirms all appointments at this level could refuse to confirm based on some perceived notion that the person is not sufficiently schooled in US history, foreign policy, etc. But, there are no formal constitutional requirements for someone to hold a cabinet position.

As bad as the Senate Democrats are they couldn't be that stupid, could they? Samantha Power??

Pardon me for being politically incorrect. But with the Middle East on fire and the way they treat women as a second class citizens is it no surprise that our female Secretaries of State haven't exactly been a big hit there from either party headed back to Madeleine Albright.

I am a big believer in women and equality, but sometimes you just got to take into considerations who are you dealing with. You are talking about a portion of the world where men rule with an iron fist over women and I doubt the Arab leaders take HRC serious.

Now maybe Golda Meir or Margaret Thatcher, but wow what leaders!
