That probably came from the War of 1812, back then they used lead shot in their rifles.
More likely lead-based paint used on the White House which was subsequently allowed to fall on the ground when removed. I'm sure a lot of the inside is a mess too.

The WH was not the scene of any battle in 1812 as it was undefended when taken by the British.
