A Duke University official has been arrested and charged with offering his adopted five-year-old son for sex.

Frank Lombard, the school's associate director of the Center for Health Policy, was arrested after an Internet sting, according to the FBI's Washington field office and the city's police department.

According to an affidavit by DC Police Det. Timothy Palchak, an unnamed informant facing charges in his own child sex case led authorities to Lombard.

Authorities said that Lombard tried to persuade a person - whom he did not know was a police officer - to travel to North Carolina to have sex with Lombard's child.

The detective's affidavit charges Lombard identified himself online as "perv dad for fun," and says that in an online chat with the detective, Lombard said he had sexually molested his son, whom he adopted as an infant.

The court papers say Lombard also invited the undercover detective to North Carolina to have sex with the young boy, and even suggested which hotel he should use.

Lombard was charged in federal court in Washington with attempting to induce someone to cross state lines to engage in sex with a child. If convicted, he could face a maximum sentence of 20 years in prison.

Lombard's lawyer did not immediately return a call seeking comment.

Michael Schoenfeld, vice president for public affairs at Duke, said Lombard has been employed with Duke University since 1999. He is now on unpaid administrative leave.

"Duke is cooperating with the investigation," Schoenfeld said. He said the university was notified of the incident after Lombard was arrested.

Duke employee arrested on child sex charge

Agents from the FBI, SBI and Durham police officers arrested a Duke University employee Wednesday, alleging that he solicited an adult to have sex with a 5-year-old child.

Officers of the Washington, D.C., Metropolitan Police Department and the FBI’s Charlotte Division worked together to investigate claims against Frank M. Lombard, 42.

Lombard is associate director of the Center for Health Policy at Duke. Duke Vice President for Public Affairs Michael Schoenfeld said Lombard was placed on unpaid leave at the time of his arrest and that the university was cooperating with the investigation.

An undercover officer from the Washington police identified Lombard through an Internet sting.

According to the affidavit for Lombard’s arrest, the FBI was tipped off to his activities by an unnamed informant who also faces charges in a child sex case.

The informant told the FBI he had online video chat sessions using a software program called ICUii with a user who identified himself as “cooper2” or “cooperse.” A subpoena of account information from ICUii connected Lombard to the “cooper2” user name.

The affidavit says the informant described “cooper2” as a white man in his mid-forties, tall and of medium build, clean-shaven with brown hair and wearing glasses. The informant told agents that he saw “cooper2” perform sex acts on a young child via these online chats on multiple occasions. The affidavit said the informant’s description of the man he met online corresponded with the description of Frank Mccorkle Lombard.

On Monday, Det. Timothy Palchak of the Washington Metropolitan Police Department, chatted online with a person using the name “F.L,” the affidavit said. Palchak said “F.L.” described specific sex acts he had performed on a 5-year-old child and said that he lived in Durham. Palchak said “F.L.” told him that it was easier to abuse younger children and that he sometimes drugged his victim with Benadryl.

In a subsequent online chat, “F.L.” invited Palchak, who he did not realize was a police detective, to fly to Durham to have sexual contact with the child.



Lombard faces a federal charge of attempting to induce someone to cross state lines to engage in sex with a child. A conviction would carry a maximum sentence of 20 years in prison.

When officers arrived at Lombard’s home Wednesday, two children were present, the FBI said. Both were taken into protective custody by the North Carolina Department of Social Services

OMG. If you read the article, he can't do it when his gay partner is around and the partner was leaving for a business trip. Thank goodness for the informant.This sounds like NAMBA . Do I have the right initials?

Frank Lombard, associate director of the Health Inequalities Program at Duke’s Center for Health Policy, recently received funding for two research projects on services to patients with HIV/AIDS in this area: The Substance Abuse and Mental Health Services Administration (SAMHSA) is providing nearly $2.5 million to fund CADET (the Carolina Alcohol and Drug Abuse Expansion Team); and the Health Resources and Services Administration has provided more than $1.5 million to develop a Regional Health Information Consortium (RHIC) in partnership with Wake Forest University Health Sciences.

Kind of doubt that Baldo. Maybe he can "teach" or "get schooled" in prison. Very disappointed when The Supremes found that child sex abuse wasn't punishable by death.
I hope he never lives another minute of peace or happiness in his miserable excuse of a life.

If and I do say If he is convicted of this charge he will not be put in the general population area.
He will be put under protective custody, this way here none of the other inmates can get there hands on him.

There are three kinds of people that the other inmates don't like.

One of them is anyone that commits a sex act on a child. Thes people just may not finish ther prison sentences.

Well, he deserves his day in court and it is alleged at this time. I don't want a rush to judgement, but if he did it life... :bump:

that complaint is indeed sick stuff.

The comment section just under the story is rather no holds barred on what they think should happen to this guy and the agency that placed the young child with this guy.
