This is not an Comprehensive list of ALL 3D programs, just the ones that are commonly used for costuming.

Metaseq is not listed here as it is in N00bpedia Vol.1

Google Sketch-up
A simple 3D program with a lot of potential! It uses a simple Push-Pull system for extrusion's and is pretty easy to pick and and learn within an hour or less. However, you can only save as .skp and export as .kmz (Google Earth 4 or later only). You will have the best luck with .kmz, however you will have to get rid of all inner hidden geometry or else if will be a rather nasty unfold. It is best to try and import it into another 3D program for final editing.
It can be found HERE.

Blender
Strong, Expansive, More options than you will ever use, and Free. Blender is a great program, however is has a very steep learning curve. Expect to take about a week to a month just to learn how to use Blender. Once you learn it though, you can do more with it faster and better than with most commercial programs. The Blender community is full or tutorials and there is a book on Wikibooks called "Blender: N00b to Pro" that is very helpful.
It can be found HERE.

Maya
Maya is an industry standard 3D modeling program, and has the price to prove it. At a cost of $5,000 it can be a bit much for most beginners. However it is a very comprehensive program and can create stunning models if you know how to use it.
To buy it go HERE.

3DS Max
Like Maya 3DS Max is made by Autodesk, and like Maya costs a fairly decent amount of money. 3DS Max is $4,000 and is meant more for design and creating working/moving parts for industry.
To buy go HERE.

Thats it for now. Some of these are short as I have never used them. If you want to expand them just pm me and I will add it. If you discover a new program just post it here and it will be added!
