EVENT: The rise of Political Extremism and Autarky in Europe

With Germany and the UK backing out the the European Union, the monetary and economic union that has kept Europe together in harmony for so long collapses. The economies of all nations of the world are affected and it appears that the world economy is beginning to collapse yet again. But to the surprise of many, many of the large, multinational corporations and larger, more economically powerful nations of the world increase their spending to counteract the downward effects of one of the world's largest markets collapsing. After several weeks of high tensions, many economists across the world breathe a sigh of relief as it appears that the worst of the economic downturn of 2015 is contained.

But this comes at a price. With the collapse of the EU, many of the European nations suffer greatly economically and socially. Riots and rebellions spring up in many European capitals. Nationalists and other extreme-political parties gain and consolidate their power. Many historians compare these events to those in the 1920s and 1930s. The first nation to fall is Greece, with elections disposing the old Greek regime and installing a Fascist leader who blames the crisis on foreign immigrants and Turkey. Serbia, Croatia, France, Spain, Italy, Poland, Hungary, Ireland and Norway all see either politically extreme leaders voted into power or extremist majorities appear in their respective legislative branches of government. Soon enough, these nations attempt to engage in Autarky, or self-reliance/economic independence from the world economy.

Prime Minister of the United Kingdom Nigel Farage has announced the full list of the policies to be followed at his current term of office. He has proposed several plans to modernise and reform the country's administration, healthcare, education, financial and military polices, so as to modernise Britain and put her back on her feet as a powerful force.

ADMINISTRATIVE REFORMS

The MP expenses scandal has shown that the British system of government is in serious disarray. Bureaucracy overrules democracy at every level, from Brussels to Whitehall to the town hall. Meaningful power is given back to the British people and not just talk of localism.

‘Direct Democracy’ is introduced whereby 5% of the national or local electorate can demand a binding referendum on any issue. At national level, people will have to sign up for the referendum within six months, at local level, within three months. An element of proportional representation in national and local elections is also put into place. Direct elections and real democracy are extended by instituting directly elected County Police Boards, Education Boards and Health Boards, and supporting directly elected Mayors.

Devolved national assemblies are retained but the representatives are replaced with Westminster MPs from the same nation. The 129 Scottish MSPs, 60 Welsh AMs and (in time) 108 Northern Irish MLAs would be replaced with their Westminster MPs. These MPs would then spend one week a month on devolved business and the rest of their time at Westminster. English MPs would meet in Westminster for English-only days as an ‘English Parliament’.

A right of recall is put into effect whereby electors can challenge an errant MP and force a by-election in exceptional circumstances, such as abuse of expenses. Regional Government is abolished - including the nine Regional Ministers, Regional Development Agencies and Assemblies - and return their powers to local government. The county will become the prime local government unit.

The monarchy is strongly supported, the disestablishment of the Church of England is opposed, however state support by the former is abolished. Finally, Parliament is given powers such as treaty ratification and consent for declaring war.

Due to the problematic immigration system and current condition, mass, uncontrolled immigration is halted. An immediate but temporary five-month freeze on immigration for permanent settlement is put into effect. Non- UK citizens travelling to or from the UK will have their entry and exit recorded. To enforce this, the number of UK Borders Agency staff engaged in controlling immigration will be tripled to 30,000.

After the five-month freeze, any future immigration for permanent settlement will be on a strictly controlled, points-based system similar to Australia, Canada and New Zealand. Any people found to be living illegally in the UK are immediately returned to their country of origin. There is no question of an amnesty for illegal immigrants; such amnesties merely encourage further illegal immigration.

Those living in the UK under ‘Permanent Leave to Remain’ are required to abide by a legally binding ‘Undertaking of Residence’ ensuring they respect UK laws or face deportation. Such citizens will not be eligible for benefits. People applying for British citizenship will have to have completed a period of not less then five years as a resident on ‘Permanent Leave to Remain’. New citizens should pass a citizenship test and sign a ‘Declaration of British Citizenship’ promising to uphold Britain’s democratic and tolerant way of life.

The existing terms of the 1951 UN Convention on Refugees is to be followed until Britain replaces it with an Asylum Act. To avoid disappearances, asylum seekers will be held in secure and humane centres until applications are processed, with limited right to appeal. Those seeking asylum must do so in the first ‘designated safe country’ they enter. Existing asylum seekers who have had their application refused will be required to leave the country, along with any dependants.

All travellers to the UK will be required to obtain a visa from a British Embassy or High Commission, except where visa waivers have been agreed with other countries. All non-work permit visa entrants to the UK will be required to take out adequate health insurance (except where reciprocal arrangements exist). Certain visas, such as student visas, will require face-to-face interviews, and the British Government will crack down on bogus educational establishments.

The ‘Primary Purpose Rule’ is reinstated, whereby those marrying or seeking to marry a British citizen will have to convince the admitting officer that marriage, not residence, is their primary purpose in seeking to enter the UK. The active promotion of the doctrine of multiculturalism by local and national government and all publicly funded bodies is no longer in effect. Finally, British benefits are only available to UK citizens or those who have lived here for at least five years.

EDUCATIONAL REFORMS

The British Government increases parental choice in school education and make schools more answerable to parents by offering all parents ‘School Vouchers’. The vouchers will be equivalent to the average cost of State schooling and follow the child to the school of the family’s choice, transferable to State, private or faith schools.

School are required teach the ‘three Rs’ effectively, introduce simple reading tests at age 7 and use phonics to teach reading. The three Rs provide young children with the proper foundation for their whole school and work careers, while current teacher training is replaced with more on-the-job training, with higher qualifications required for aspiring teachers.

All existing grammar schools are retained and new specialist schools are built, which are named ‘professional schools’. Though the UK does not return to a pass/fail 11-plus test, a ‘Comprehensive Test’ is introduced to assess merit across a wide range of academic and non-academic abilities including vocational skills, crafts and sport.

The nonsensical target of making 50% of school leavers go to university is scrapped, allowing universities to choose their students based on academic ability and merit alone. Social engineering and the Office of Fair Access is abolished, while some Universities are turned into vocational schools.

A student grant system is also put into effect, as opposed to student loans which leave many graduates in heavy debt. Αll students are provided with ‘Student Vouchers’ for a proportion of their costs equivalent to ‘Basic Cash Benefit’ and are allowed to top up the vouchers by working or taking out commercial student loans.

Directly elected County Education Boards, made up of educational professionals and councillors, are set up across the UK. These replace Local Education Authorities and ensure an adequate number of schools are provided. Meanwhile, the current school funding policy is replaced with a policy where funds are shared equally regardless of the degree of specialisation.

Schools are allowed to select pupils based on their suitability for the education provided - putting vocational skills, craft skills and sporting ability on a par with academic ability, with no Government interference whatsoever.

Schools, colleges and educational institutions across Britain are franchised so that charitable associations, parental co-operatives, not-for-profit and profit-making private companies, partnerships or individuals bid to run institutions on a budget set by the elected County Education Boards. This will inject the ethos of successful private and State schools, raising standards while improving efficiency and innovation.

Teachers are allowed to do their jobs with minimal government interference. Ofsted is abolished and its powers transferred to school governing bodies and a new independent Educational Inspectorate made up of experienced teachers. The National Curriculum becomes less prescriptive and schools have a greater say over subjects taught, although key subjects will be retained. A government inspection of a school is triggered if 10% of the parents at that school initiate this in a referendum.

Legislation is also passed that establishes beyond doubt the right for schools and teachers to impose proper discipline on pupils without fear of scurrilous legal actions destroying their careers. The the policy of ‘inclusion’ is abolished and parents are allowed to chose special schools for children with learning disabilities.

Home education, also known as "homeschooling", is encouraged and looked favorably, and current plans to regulate it are opposed. Entry to Employment programmes are lengthened and enhanced for those not in education, employment or training, to overcome anti-work attitudes that may exist.

HEALTHCARE REFORMS

The current system of allocating resources is extremely complex with each tier of management or administration generating its own costs.

The majority of the Treasury’s allocation is to be distributed to County Health Boards on a per capita basis with a much smaller Department of Health (DH) also receiving funding direct from the Treasury. The DH has have a role in Public Health , Research and Development, Education and Training of professional staff, again linking with Universities and central reporting for CHBs.

The CHBs have responsibility for:
• allocating resources
• setting and monitoring standards of care
• the training of non-state registered staff, including most nurses

Whilst much of the care provided by the NHS is very good, there are pockets of excellence and some services that are poor. Patients and their families are vulnerable and extremely reluctant to complain. For this reason, everybody, but particularly staff, is given a duty to report concerns. CHBs are expected to monitor standards and act on the reports from staff and the public.

Treatment on the NHS is the prerogative of British passport holders and tax payers. Those without entitlement are strongly advised to have adequate health insurance, as British citizens do when travelling abroad.

Many people have expressed concern that the move to university training has changed the opportunities for those born with a vocational calling who wish to provide the crucial core nursing care. Therefore hospital-based vocational training is restored. Whilst highly educated and higher skilled nurses are now an integral and vital part of the healthcare team, the all-important core nursing skills need to be restored. The costs and provision of training for these vocational nurses (and similar roles in other healthcare areas) is the responsibility of the CHBs.

The education and training of NHS staff fits with the Government's Education Policy. It is considered the responsibility of the government to provide a well educated and trained workforce but that this should be to the level appropriate to the individual and the role. A more flexible approach to lifelong learning supports this and reduces the costs of over-training for all.

The Government abolishes the complex competitive tendering rules which currently make it very difficult for smaller companies to bid; as a result of which, a small number of large companies have a disproportionate share of NHS business. In addition, require the NHS is required to use people with commercial experience to negotiate with the private sector. Specifically, some of the PFI contracts require renegotiation to ensure the taxpayer receives better value for money.

Incredible advances have been made in health care through research and development (R&D). As more and better treatments become available, both quality of life and life expectancy increases. This is welcomed but it comes at a cost. The DH therefore has a role in co-ordinating R&D in health care to ensure duplication is avoided and the most promising areas are not delayed through a lack of funds.

It is decided that giving people more control over their own lives and allowing them to make their own decisions, in health care as in other areas, is desireable. As a result, public health expenditure will be limited to those areas where there is a risk to the wider population, but will not include campaigns to try to tell people what choices to make in their lifestyle. Prevention or early detection, however, is almost always cost-effective and results in better outcomes. Free eye tests and dental checks are thereby restored.

Experience in Scotland and Wales has previously shown that free prescriptions is a system that is regularly abused. CHBs are therefore allowed to introduce a small charge (e.g. £1) for everyone if they believe this will assist in controlling these abuses. The decision on free or reduced prescription charges will be made locally.

ECONOMIC REFORMS

Its is decided to merge 20% basic income tax with 11% national insurance to create a 31% flat tax on all earned incomes over £11,500. As a tax cut for all, with a higher threshold, it also takes the poorest paid out of income tax altogether. It also means abolishing the existing 40% and 50% income tax brackets, the latter actually costing the economy rather than taking in revenue.

For employers, plans to abolish employers’ national insurance are put into effect, de facto ending the tax on jobs. This will undoubtedly boost employment and simplify the process of employing people. The revenue will be recouped either as PAYE tax, corporation tax, sales tax revenue, or by the reduced need for State welfare.

The dangerous levels of national debt are recognised and so is the fact that there is no alternative to major cuts in government spending. Service improvements are not believed to require ever-increasing government expenditure, but instead that there is substantial waste and inefficiency that can be eliminated while vital front line services remain fully protected. Profligate government spending is sliced, and that easing the burden will be the route to revitalising the economy.

The public sector is to be reduced to the size it was in 1997, cutting many unnecessary and non-jobs over five years. The goal is to exchange two million public sector jobs for one million new skilled jobs in manufacturing and related services and at least one million additional jobs created as a result of lower personal taxes and reduced business taxation and regulation.

Value Added Tax (VAT) is replaced with with a ‘Local Sales Tax’ (LST), collected in the same way, but with a proportion going direct to councils so that local authorities raise at least half their income from local taxes. A standard 50% of Uniform Business Rate (UBR) is allowed, collected in a local area to be paid direct to the appropriate local council, with the remaining 50% to be paid centrally.

Inheritance Tax is abolished, as this is a small tax with major implications for all but the relatively wealthy. At the same time, the tax and welfare system penalising married and unmarried couples is halted. Meanwhile, responsibility for overseeing the UK banking system is restored to the Bank of England (BoE), which is Government-owned. Banks will have to increase minimal capital ratios from the current 4% to at least 8% of total assets.

The BoE is required to enforce a rigid division between retail banks and investment banks (where much instability has occurred) based on the US Glass-Steagall legislation. Retail banks will be allowed only to take deposits from private and commercial customers and advance loans to the same customers up to the limit of their deposits, guaranteed by the BoE. Investment banks will be free to raise money by bonds and shares, but will not be allowed to take deposits.

The overarching goal of the Government’s policies on jobs, enterprise and skills is to promote a new vibrant culture of producing goods and the services related to them. Such policies will create more skilled jobs and more innovation while eliminating the current massive trade deficit which threatens to cripple ther economy and future prosperity.

Private and public investment in Britain’s manufacturing base is stimulated. The Government will generate approximately one million new skilled jobs - 500,000 in manufacturing itself and a similar number in the supply of materials and services. The five planned long-term programmes are:

1) A 10-year enhanced defence equipment programme with an additional £4bn p.a. on top of the currently-budgeted £8bn p.a.

2) A 25-year programme of building nuclear power stations that will provide Britain with 50% of its future electricity demand. This will cost on average of £3.5bn p.a.

3) A comprehensive programme of flood protection and coastal defences to cost £30bn over 10 years. Some 25% of this money would be spent on highly-exportable pump valves and control equipment

4) A transport investment programme centred on high-speed rail lines, reopened railways, new bypasses, road improvements and port and airport links. The lion’s share of this investment would go to British-based firms

5) A prison building programme with a particular emphasis on modern off-site manufacture. This programme will be structured so that British manufacturing firms are well placed to win a substantial share of the systems and components work

‘Production Enterprise Centres’ are introduced across the UK to support companies in research, design, prototyping and marketing. These would provide small and medium-sized enterprises with the skills they need to enter domestic and export markets from which they are currently excluded.

Britain is brought in line with major competitors by amending the UK Takeover Code to prevent foreign interests from gaining control of strategic British companies in sectors such as defence and energy, whilst exporting such materiel overseas via trade.

MILITARY REFORMS

Planned public sector cuts immediately begin with Ministry of Defense (MoD) staff; unproductive members of the MoD are fired, and only those qualified and good enough stay. Wages are cut and any surplus money is spent on the Armed Forces. The idea is that less money on civilian personnel and more on Military members equals a better funded Armed Forces community.

Britain's elite infantry forces, the Royal Marines and the Parachute Regiment, are to be increased. The Corps of Her Majesty's Royal Marines is to augment it's manpower strength from 9,000 Marines to 12,000, and the Paras from 1,600 to 2,500 soldiers. Though standards are not relaxed the Marines and the Paras receive a steady stream of recruits, willing to be trained.

Britain’s independent nuclear deterrent is maintained with existing Trident submarines, until these nukes get replaced with with more advanced Nuclear weapons to be built in the future. Better pay, conditions and medical care for the British Armed Forces personnel and their families is introduced. A ‘National Defence Medal’ is introduced, respecting the service of all armed forces personnel and not just those who saw combat.

A total of 350 F-35 Joint Strike Fighters and 400 Eurofighter Typhoons are to be built. As the only Tier 2 project partner of the F-35 programme, the UK is the only state (apart from the U.S.) that can sustain it's F-35s autonomously, as it has the ability to produce it's own spare parts. British Eurofighters are to be upgraded by BAE in the future.

British Artillery L118 Light Guns are replaced by the M-777 howitzer, built by British companies but yet to be commissioned with the British Army. The Force Protection Ocelot replaces Snatch Rover as the British Army's general patrolling vehicle. The BAE Taranis UCAV enters service with the Royal Air Force, and the 25 Airbus A400Ms replace the C-130 Hercules, with 50 more on order.

DIPLOMACY

The UK approaches South Korea diplomatically once more, with British companies investing in the South Korean economy. Great Britain sends diplomats to the South Koreans to discuss the signing of a non-agression pact and a trade agreement between South Korea and the UK.

Although the UKs diplomacy is centered mainly around Anglosphere nations (USA, Canada, Australia, New Zealand, Ireland), Great Britain intends on securing new allies in the region. Germany's simultaneous withdrawal from the now-defunct European Union puts the UK in a similar position to that of Germany.

Prime Minister Nigel Farage intends to visit the German Government to discuss topics of common interest, as the UK sees Germany as the leading force in Europe's path to restoration from the devastating social and economic catastrophe, that was the European Union. The epicentres of discussion were Greece's descend into fascism and autarky as well as Europe's economic fallout.

The UK's Ministry of Defense has announced the transition of Domestic Production Rights for the now decommissioned Invincible Class Carriers to Germany, for a cost of 1.5 billion pounds. This agreement authorises the production of a maximum of 5 aircraft carriers; further amounts can be negotiated at a significantly reduced cost.

The UK will seek to establish a Commonwealth Free Trade Area (CFTA) with the 53 other Commonwealth countries. The Commonwealth Business Council estimates that a CFTA would account for more than 20% of all international trade and investment, facilitating annual trade exchanges worth more than $1.8 trillion and direct foreign investment worth about $100bn.

Commonwealth nations share a common language, legal and democratic systems, account for a third of the world’s population and a quarter of its trade, with the average age of a citizen just 25 years. India, for example, will soon become the second largest world economy. Trade deals with trade blocs such as the countries in the North American Free Trade Agreement and the Association of Southeast Asian Nations are also pursued. This will secure trade benefits for all countries concerned.

Finally, the UK will promote democracy, genuine human rights, and free determination around the world, supporting, for example, a free Tibet, a democratic Burma and an independent Taiwan, as well as a Greek state freed from the shackles of fascism and tyranny.

Reformation of the military of the United States begins.

The first act of reformation begins with eliminating waste in military spending. An example of which is the DoD purchasing a hammer for +$300. Orders come on from high that this is no longer acceptable. Emphasis is put on acquiring materials from several different companies who are competing against one another so as do drive prices down to a reasonable level. Emphasis is also put on not spending the entire budget, with new orders stating that if departments do not spend all of their budget and instead are able to return the surplus to the Federal Government, they are eligible for higher budgets and other such related goodies in the next coming years (this resolution is enforced on all levels of government and all departments).

Welfare for veterans is also reformed. Those veterans and retired servicemen and women who make more than $50,000 a year after their completion of service are to have their welfare/social security payments cut heavily.

The Department of Defense confirms the sale of C-17s and C-130s to the German military and also the sale of the hulk of the USS Enterprise to the German Navy.

Cypersecurity is given more funding, with emphasis being put on being able to conduct defensive operations as well as offensive operations.

Procurement of more drones is put into high priority. The first Ford class carrier is put into active service, with the second one expected to be finished by the end of 2016, several years ahead of schedule. Several more America class amphibious assault ships and San Antonio class amphibious transport docks are also finished. The first Zumwalt class destroyer is also finished, with the other two to be completed shortly. Military modernization and procurement for the US Marines and US Army continues as planned.

With the recent developments in Poland and the high possibility of aggression coming from these newly elected extreme leaders the German military decides to make it's presence known on the Polish-German border.

The German government also sets their sights on allying itself and promising protecting to countries possibly threatened. Countries such as The Czech Republic, Austria, Denmark, Belgium, Switzerland and possibly the Netherlands.

The political turn of events in Italy, Spain and France are very concerning. 3 very influential countries possibly turning hostile is not something that the German Government want to see happening. Germany will try it's hardest to steer those countries in the correct direction. Collaboration with the English government seems vital to make something like this work and hopes that England feels the same way.

British Prime Minister Nigel Farage emphasizes on the British Armed Forces preparation for any "peculiar event in Europe", as he shares the opinion of the German Government about Europe's condition. The UK urges Germany to bolster it's Military forces even further, and diplomatic relations improve between Britain and Deutcheland. Trade agreements, non-agression and a mutual defense pact are offered to the German Government.

The Royal Navy launches naval exercise "Neptune Spear" in the Northern Sea. As a means of intimidation, "Neptune Spear" is intended primarily to intimidate European countries that may turn rogue against Germany or Great Britain, with an irresistible show of force.

At the same time, work intensifies on the ships under construction. The HMS Prince of Wales is planned for commissioning by the end of the year, alongside several Astute Class submarines and Amphibious Landing Ships. Although the Type 26 frigate was originally planned for commissioning in 2020, work on these frigates is also intensified so that they can be delivered as soon as possible.

The British Army also prepares for any situation imaginable. The next month has 5 exercises, specifically planned to test, evaluate and enhance interoperability procedures between the Army, the RAF and elements of the Royal Navy (Royal Marines).

Exercise Longbow is to take place between 2 and 5 December, and involves urban warfare operations, in the worst case scenario of a hypothetical French invasion of the United Kingdom. It also includes tank warfare ops and emergency, contingency and even guerrilla tactics, to cover all eventualities.

Exercise Dagger is designed with the Royal Marines in mind. This exercise will last from December the 6th to December the 8th and combines secretive amphibious operations and high-intensity combat, in woodland and urban areas, as well as interoperability exercises with the British Army.

Exercise Sabre, lasting from the 12th to the 15th of December, is centred around the Parachute Regiment, and, in a similar manner to that of Exercise Dagger, Exercise Sabre focuses on interoperability with the Army and the Royal Air Force, was well as the Paras' capabilities.

Exercise Longsword is all about heavy combat; open battle, CQB and everything else related to intense fighting. Live Fire exercises and long marches make up for a small percentage of the action troops will see in 4 days, from December the 16th till December the 20th.

Exercise Excalibur is the final exercise, to be launched in December the 21st and to end on December the 23rd. Though officially it involves combat operations against enemy armies in open and urban areas, secretly this is an exercise based in the relatively unlikely event of an invasion of France, to aid German Armed Forces in a high intensity war against rogue European states.

The United Kingdom's Special Forces are placed on full alert for any mission that has to be undertaken to safeguard British citizens, including diplomats and ambassadors, in the near-collapsed countries of Europe. British and German Special Forces units cooperate in exercises to boost their effectiveness and share their training and experience.

In secret, the UK invites Germany's Kommando Spezialkräfte (KSK) Special Forces Unit to participate in the highly-classified exercise "Prometheus 17", alongside the British Army's 22nd Special Air Service (22 SAS Rgt.). The theme of the exercise is hostage rescue from the hypothetical scenario of a hostile takeover of an embassy.

Prometheus 17 is intended to test, evaluate, develop and perfect hostage rescue from embassies, which is considered the main threat to British (and, to a certain extent, German) citizens in Europe at this period of time. With emphasis on covert infiltration, direct action and immediate extraction, this is considered a vital preparation for the worst case scenario Britain may face.
