I'm going to teach you how to make something like this in Paint.NET.

STEP ONE
Open a new project. Anysize you want, pretty much.

STEP TWO
Use the Gradient tool with Primary color black, secondary color white. Make gradient somewhat like this. Pretty much all of the white is most of the fire we're going to make.

STEP THREE
Add a new layer. Edit the properties of the layer (double click on the layer or click on the finger pointing at a paper icon at the bottom of the layers box.

STEP FOUR
Go to "Effects." Click "Render." Then "Clouds." Set the Blend Mode to Difference. Set the scale and roughness to however you'd like your flames to look. It should look somewhat like this. Click "Effects" and then "Repert Clouds" or Ctrl+F and the cloud style should change. See which looks best as flames. There are the flames in black and white. The next step explains coloring it.

STEP FIVE
On the flame layer, click "Adjustments" and then "Curves." Under where it says Transfer Map, select RGB instead of Luminosity. Uncheck Red and Green to just leave Blue checked. Drag the line to somewhere near 190, 65. Then uncheck Blue and check Green. Drag the green line somewhere near 170, 80. Click "OK" and you should ahve your flames.

STEP SIX
Add a layer. Edit the layer properties and set it to "Overlay." Copy the picture you would like to use. Paste it onto that layer and drag it around and have what you want of the picture to be seen in the fire.

STEP SEVEN
Add text to make it even more stylish.
