Charter of the Independent Social RepublicChapter I - Establishment of the the RepublicArticle I - On this day, Day One of Year One of the Fascist Era, we proclaim the creation of a Fascist State, the Independent Social Republic. This State shall serve the people and the people shall serve it, in order to secure our well-being as a nation and ensure national unity between the Italian people.
Article II - We are students of Benito Mussolini, especially during his later years, when he renounced corporatism, and took up central planning and the welfare state as the economic model for a Fascist State. The State exists to promote the well-being of all who call themselves citizens, regardless of class, race, gender, etc.
Article III - Our guiding principles are thus: In Public Life, Service. In Private Life, Liberty. Those who sacrifice for the common good are the greatest heroes of the Republic.
It is the State which educates its citizens in civic virtue, gives them a consciousness of their mission and welds them into unity.
Chapter II - SymbolismArticle I - The peacetime flag of the Independent Social Republic shall be as follows:
Article II - The war flag of the Independent Social Republic shall be as follows:
Article III - The Coat of Arms of the Independent Social Republic shall be as follows:
Article IV - The motto of the Independent Social Republic shall be, "Nothing outside the State, everything within the State, nothing against the State." The battle-cry shall be, "Per il Duce, o Patria, per il Re!" The national anthem shall be "Giovinezza."
Chapter III - Il DuceArticle I - Il Duce, The Leader, shall be the Chairman of the Grand Council of Fascists.
Article II - Il Duce has veto power over the Grand Council of Fascists, except in the case of a vote of no confidence.
Article III - Il Duce is obligated to make announcements in the name of the Republic.
Article IV - Il Duce, both the position and the man, are an embodiment of the aspirations of the Social-Republican people, and must be addressed "Mio Duce" (my leader) by Social-Republic citizens, and simply "Duce" by foreigners.
Article V - Il Duce has the power to appoint up to four full members of the Grand Council of Fascism, known as Quadrumvirs, who shall serve terms of one month, at the end of which time they will be reviewed by Il Duce and either kept within the Grand Council of Fascism or dismissed and replaced.
Chapter IV - Il ReArticle I - Il Re, The King, shall be a full member of the Grand Council of Fascists.
Article II - Il Re has veto power over the Grand Council of Fascists, except in the event of a vote to depose him and give his position to Il Principe, The Prince.
Article III - Il Re, both the position and the man, are an embodiment of the culture, traditions, and history of the Social-Republican people, and must be addressed "Mio Re" by Social-Republic citizens, and simply "Re" by foreigners.
Chapter VII - ll PresidenteArticle I - Il Presidente, The President of the Senate, shall be a full member of the Grand Council of Fascists.
Article II - Il Presidente shall be addressed as "Mio Presidente" by Italian citizens, and simply "Presidente" by foreigners.
Chapter VI - The Grand Council of FascismArticle I - The Grand Council of Fascism (which henceforth shall be referred to as "the Council") shall be the legislative body of the Independent Social Republic, and shall have supreme power to legislate.
Article II - The Council shall have the power to sign inter-national treaties.
Article III - The Council shall have the power to declare war.
Article IV - The Council shall have the power to select an heir to Il Re (id est, Il Principe).
Article V - The Council shall have the power to initiate a vote of no confidence in Il Duce or Il Re, which shall require a 100% majority (excluding the person in question) to pass. If Il Duce is voted out of power, he becomes a Social-Republic citizen, and a new Duce must be elected by the Senate, by the same process as the election for the President of the Senate. If Il Re is deposed, his Heir, Il Principe, assumes his title and seat on the Council, and the deposed becomes a Social-Republic citizen.
Article VI - The full members of the Council are as follows: Il Duce, Il Re, Il Presidente, Minister of Foreign Affairs, Minister of Corporations, Minister of Popular Culture and Education, Chief of Staff, and the Quadrumvirs.
Article VII - The Council appoints the three Ministers and the Chief of Staff.
Chapter VII - MinistriesArticle I - The Ministry of Foreign Affairs shall be headed by the Minister of Foreign Affairs, who shall be a full member of the Council. The Ministry of Foreign Affairs shall be responsible for establishing diplomatic relations with friendly nations. All treaties must be approved by the Council and signed by the Minister of Foreign Affairs, Il Duce, and Il Re.
Article II - The Ministry of Corporations shall be headed by the Minister of Corporations, who shall be a full member of the Council. The Ministry of Corporations shall be responsible for providing economic aid in times of peace, and military aid in times of war.
Article III - The Ministry of Popular Culture and Education shall be headed by the Minister of Popular Culture and Education, who shall be a full member of the Council. The Ministry of Popular Culture and Education shall be responsible for all Italian media, as well as economic/war guides and other non-material tools for building the nation.
Chapter VIII - National Security Volunteer MilitiaArticle I - The National Security Volunteer Militia (henceforth referred to as "the NSVM") shall be headed by the Chief of Staff, who shall be a full member of the Council.
Article II - The NSVM shall be responsible for the military security of the State and the safety of the people of the Independent Social Republic.
Article III - During a state of National Emergency (as declared by the Council), the Chief of Staff has the right to conscript all citizens of the Social Republic into the military service of the State.
Chapter IX - The SenateArticle I - The Senate shall be the electoral body of the Italian Social Republic.
Article II - The Senate shall be comprised of all Italian citizens.
Article III - The Senate shall elect a President of the Senate (Il Presidente) who shall serve a term of one month.
Article IV - Nominations shall begin four days before the end of the term, and last 48 hours.
Article V - Elections shall begin two days before the end of the term, and last 48 hours. If necessary, run-off elections shall be held until one candidate receives a majority of the vote. Run-off elections shall last 48 hours, and Il Presidente shall stay in office until a new one is elected.
