The Guardian War Accords
Article 1: Principles of Guardian
Guardian is primarily a peaceful, defensive alliance. Guardian chooses to respect those of which who return respect to us. Guardian considers applicants to alliances to be under the protection of the alliance they are applied to and considers them aligned. Guardian considers single-colony alliances to be unaligned.
Guardian members may attack unaligned colonies, however Guardian is not obligated to assist any participants in such wars. No member of Guardian will be permitted to attack another aligned colony without prior approval from the High Council. Guardian will protect each and every law-abiding colony under its flag.
Article 2: Rogues
If a Guardian colony attacks another aligned colony without prior approval to do so, the Guardian colony in question will be asked to provide justification for its war. If no reasonable excuse is given, the colony will be required to end the war immediately and pay 120% reparations to the victim. If the Guardian colony does not comply, it will be expelled from the alliance. Repeat rogues may be immediately expelled from the alliance at the discretion of the High Council.
If a member of Guardian receives a rogue attack, Guardian officials will contact the enemy colony and its alliance if applicable. If no valid justification is given for the war, Guardian will ask for the war to be halted immediately and 120% reparations to be paid to the effected Guardian colony. If the rogue does not comply, it will be placed on our "Enemies of Guardian" list, and we will ask the rogue's alliance to kick the colony.
The procedures set forth by the High Council (or anyone the High Council has appointed for this task) related to rogue attacks are to be followed.
Article 3: Enemies of Guardian
An enemy of Guardian is a colony that is cleared for free attack. Problematic colonies are placed on this list only after all diplomatic attempts have failed. An example of a member of this list would be a rogue. Membership on this list is never final, and all requests for redemption will be seriously considered. The High Council may re-evaluate this list at any time to consider amnesty. Only the High Council may add or remove colonies from this list.
Article 4: Wars
As a defensive alliance, Guardian will only declare war to protect its own and its allies' members. Guardian will only go to war after all diplomatic attempts to solve a certain problem have failed and it feels that war is the only remaining approach to a solution. In the event of war, a proper Declaration of War will be issued in public. Lulz, I JUST found this. This was voted in and passed sometime in November (like 6-ish months ago)...
