Article I: The House

The House comprises of all members of Guardian in two parts, the Upper House and the Lower House.

The House shall elect the High Council and the Senate every two months. There shall be a nomination period for High Council nominees followed by an election vote. Within 72 hours of the close of the High Council election a similar election shall begin for the senate. Should any seat on the High Council or the Senate become vacant, the House shall hold elections to fill the seat.

Article II: Lower House and Upper House

The Lower House shall comprise all new members of Guardian. Members of the Lower House are granted limited access to certain areas of the forums at the public discretion of the High Council. Members of the Lower House have full voting rights in the House but are ineligible to be appointed as Directors.

Membership in the Lower House is a probationary status for new members and graduation to the Upper House shall be achieved when the potential graduate has fulfilled requirements as set forth by the High Council. "Promotions" shall be handed out around 1 month into each new government term. IE One month after the previous High Council election.

Article III: Senate

The Senate shall comprise an odd number of members, amount decided by the High Council, elected from the Upper House with a minimum of three. The High Council shall oversee and instruct the Senate. A member of the Senate is also a member of the House, but cannot also be a member of the High Council.

The Senate shall reserve the sole power of ratifying treaties and legislation.

All legislation passed by the senate will have to be approved by the High Council.

Article IV: High Council

The High Council shall comprise two members elected from the Upper House. A member of the High Council is also a member of the Upper House, but cannot also be a member of the Senate.

The High Council shall oversee and instruct the House. It shall act as the primary authority on executive and judicial affairs. The High Council may, by unanimous vote, veto any action by the House, Senate, or Directors. A unanimous vote of the High Council shall be required for Guardian to declare war. However, if a High Councilor is unavailable for an extended period of time after the war vote begins, a vote by the Military leader(s) under whichever title they hold may suffice.

Article V: Directors

The Directors shall comprise of members of the Upper House appointed by the High Council. The High Council shall oversee and instruct the Directors. The existence of Directors is not required (Except for a military based director), and shall only exist to supplement the work of the High Council when needed.

The Directors shall operate and maintain the Departments. Departments shall be created at the discretion of the High Council to fulfill various needs for Guardian.

Article VI: Legislation and Treaties

Any member of the House may submit legislation for discussion. Discussion for legislation must be kept open for a minimum of 72 hours, then submitted to the Senate for a vote. A simple majority in the Senate shall be required to pass the legislation and strike it into law.

Any member of the House may submit treaties for consideration. Treaties may be put up to vote to the Senate at any time and require a simple majority within an unlimited time to ratify. For all treaties, the signatures of all members of the High Council will be given automatically, unless a High Councilor requests that his/her signature be excluded.

Any member of the House may call a veto session against any new legislation within a week of its passing. After a veto is called, a vote is held by the House to cancel the legislation. The legislation is canceled by a simple majority.

All treaties that are signed require a clause stating that every 30-40 days the treaty must be resigned by whomever holds office in the alliance. For Guardian that will entail a senate vote on each treaty monthly. In addition every time there is a leadership change within an alliance at the upper level, the treaty must be resigned by the leaders of each alliance.

Article VII: Impeachment

Any Senator may be impeached by a two-thirds majority vote of the House. Any High Councilor or Director may be impeached by a two-thirds majority vote of both the House and Senate. Should any Director be successfully impeached, the High Council shall appoint a substitute.

Article VIII: Amendments

This document may be amended via a two-thirds majority vote in both the House and Senate. If a two-thirds majority is reached in the defined time period, the amendment shall pass. If a two-thirds majority is not reached in the defined time period, the amendment shall fail. Or in times of war this document may be amended by a majority vote of the Senate and High Council.

Article IX: Emergency Enactment

During periods of high tension or war, Guardian reserves the option to instate a temporary "Warlord", or "Dictator". This candidate will be selected from either the Military Branch, or the High Council of Guardian. This person will act as the overall voice of Guardian. Their word will be final on all matters involving the conflict. The purpose of this position is to help ensure matters are taken care of in a timely fashion. This person will be elected by a Senate and High Council majority vote.

Article X: Votes

Senate votes are based on the number of Senators.
House votes are based on the number of votes cast.

All voting and nomination periods are 72 hours unless otherwise stated.
