Genoshan Factions:

The Presidential Cabinet
The people closest to the President and as such, bureaucraticaly the most powerful people in Genosha. Most of them are secretaries of different departments (such as defence, foreign relations or genetic surveillance) but they are all formally appointed by the President and he sometimes sees it fit to include other important people.
While the President technically has the final say on all matters, the members of the Cabinet runs most of the day-to-day business in Genosha and usually advice the President regarding important decisions.
Granting a request from the UN, the Cabinet always includes a normal human, usually the Secretary of Human-Mutant Relations, but he or she is usually kept out of all of the important decisions.
Directly tied to the Cabinet, although not technically a part of it, are the so-called "Specialists". The powers and tasks of these mutants vary greatly but what they all have in common is that they are responsible for some part of the living situation on Genosha. For example, someone with weather control powers may be put in charge of regulating the weather, someone with plan control manage forrests and such and someone with hypnotic or mind control powers may deal with unions.

The Genoshan Guard
The standing army of Genosha. Unlike other, human, armies the Guard employ practically no technical equipment such as guns or airplanes. Instead, each member fights almost exclusively with their mutant (or mutate) powers. Thus the Guard only accepts applicants in possession of a power with some offensive usage, although some exceptions are made for non-offensive powers useful for recon, strategic planning or some such.
In addition to their purely military aspect, sections of the Guard also serve as law-enforcement and intelligence agency.
Their main base is located outside Carrion Cove but the majority of the Guard is at any given time out either fighting or patrolling.

The Brotherhood of Mutants
Magneto’s terrorist group was disbanded when he gained control of Genosha, most of the members transferred to the Genoshan Guard, but was later secretly recreated as a black-ops team. The Brotherhood officially doesn’t exist and are entrusted the operations the Guard can’t even touch without angering the outside world, such as assassinations and abductions. They operate both in and outside Genosha.

The Magistrates
The remains of the former government’s secret police. The group, consisting only of anti-mutant humans, carries out acts of guerrilla warfare and terrorism against the Genoshan government. Originally only one of many such groups but the only one still existing, mostly thanks to their access to high-end technology (including some cybernetic implants) and the support of quite a few wealthy and secretive international backers.
They lack any territory or headquarters of their own but operate mostly out of the area around Carrion Cove.

The Human Liberation Front
A former political party (until they were banned as such by Magneto) and currently an ideological organisation trying to improve the conditions for normal humans living in Genosha. Their members range from rabid mutant haters to people hoping for equality for humans and mutants alike. They are occasionally accused of being a political arm of the Magistrates but although some members support both groups, they officially condemn the Magistrates for their violent actions.

International Factions:

The X-Men
A group of mutants founded by Professor Charles Xavier to aid the coexistence between mutants and humans by fighting threats to both groups. This has lead to them being branded terrorists and criminals by both the former and the current government of Genosha.
Secretly based in the “Xavier Academy for Gifted Youngsters” in Westchester, New York.
