I have a question over committees, right now there are 2 of them in the House, what are the ideas and concepts of committees, now i know in TAR i am the PPT, and chairman of the Judiciary committee and all bills must go through committee to be debated then when and only when they are passed do they hit the Senate floor, is that something we are doing here, or is it just for bills reflecting those committees and everything else will be in the house hopper as normal, what is the plan for this ??????? |

I believe that the way this is working is that all bills will be allowed to go through committee. In committee, the resolution is read and the committee decides on whether to recommend it or not. Recommendation should be, in my opinion, a vote on two instances: Recommendation for debate, recommendation for passage. If I were Chairman, that would be what I would try and implement. Now, albeit that, recommendation should always carry a note on which Representatives are recommending this bill and those who are not. The committee process should not be rushed unless it's really urgent. Committees are great to request hearings from whoever they want or to make a notice to the general population inquiring for objections or such like. They can make questions, etc., etc. For me, a person who is very conservative with time spent in the plenary sessions; I think the committee process is vital. But remember, they are advisory. A bill can go to the floor without a committee's recommendation. |

Correct. The bills will be shuffled to the comms. These comms will make their recommendation to the floor (to pass or not) and then the floor will open debate and so forth. It's only advisory. In the past, when our govt first formed, comms didn't have the powers they now have. Hence, why these are advisory comms. |

Also, the Majority will chair each comm, and then there will be two members from each party represented on the comms. It will be 3/2 majority. |

Not really. Each caucus has a 2 member delegation. The majority nominates a Chair who cannot participate in debate and who can vote only to make or break a tie. |
