Can we get a definitive source for how the parlimentary procedure is going to work in the House? The way I learned it seems to be considerably different from how it operates here.

The problem with that is that I've been using RROR and all of my point of order have been wrong.

Also, the fact that procedural motions have to be voted on is retarded.

Robert's Rules of Order do not exist yet. More to the point, the House of Representatives of the United States has never used RROR.

Jefferson's Manual was published in 1801 and instituted in 1836. However, his theories were derived from the standing procedural methods, so if you wish to do some research into how it was conducted that would be your best source.

Again, RROR do not exist during this time frame. To enforce them on the House would be inaccurate to the extreme. More importantly, RROR have never had any say on how the American House of Representatives does its business.

The use of RROR is listed in the House Rules because that is what most people are familiar with.

If you would like to use another method that people would be able to easily understand, I am open to entertaining the idea.

I would need more details. Until then, please follow the rules as laid out in the House Rules.
