Why not just have the admins RP the state legislature and pick someone? At this point there probably won't be a lot of competition anyhow.
My question still stands.

As far as slavery, up until Nat Turner's Rebellion the Southern States had the largest number of pro-abolitionist organizations. In fact, I believe if not for Nat Turner, slavery could have been peacefully abolished by no later than 1860. It was picking up steam in the South, where most slaves were, until Nat Turner's Rebellion.

But anyways, as for the Senate, I believe that we need to have Governor's first with an admin simming the Senate. Once we get Governor's, and they are well established, we can have Governor's selecting a candidate to support out of several candidates (including individuals who submit their names to an admin as well as NPCs selected by that admin). However, I think that players seeking a Senate seat should be able to try and influence individual members of their State's legislature.

A: Governors are far more important in this period
B: We don't have enough people for an active House and Senate at the moment.
