I understand fully well that the way speeches and statements were made in 1796 was a strange and complicated method, but could we perhaps a forum where we can start laying out our ideas and opinions and such?

Do you mean things like Press releases (modern term)

If so, there is the Political Communiques forum which you will release statements to the general public.

If you mean things like developing office things, you can create an office in the Role Playing forum.
