Definition of regulation
1 : the act of regulating : the state of being regulated
2 : an authoritative rule dealing with details or procedure

Let's see if I can give you a difference you'll understand:

A law is a piece of legislation that defines what is or is not to be done.

A regulation defines how we will accomplish what the law requires. Ie: a procedure

Good work! Hard to prove your quote wrong when you don't even list the source.

And of course, you ignore actual dictionaries, whose business it is to give exact definitions.

As usual, you will never, ever, ever admit you're wrong, even with a whole page of definitions staring you in the face.
