Louisiana whines during flood and plays politics, California fight the fire and prepares to go on. More gimme Red State Welfairies whining, yeah all the good conservative with their hands out for the second time in few months.

That's a point but obviously it does not flood everytime it rains, it usually always burns when it's on fire

Okay, I'll try to make it simple for you. If it rains and keeps raining you might want to be concerned.
Another hint, fires do not always keep burning. Hint again, water puts them out.
