A blackout might cost in terms of comfort and maybe food, for most people. A blackout is a total power shutdown, usually caused by lack of generating capacity.

A brownout is where line voltage is reduced, causing lights to dim, and working most electric motors much harder on startup, causing excess wear and other damage. Brownouts can have multiple causes, some of which can effect as little as one house.

Not knowing the difference can cost you a lot of money.

There can also be rolling blackouts like they are doing in CA.

No blackouts of any kind in the Phoenix area and I guarantee you every AC is running.
BTW, my electric bill was around $200 this month and I have my grandson staying there this summer.

A rolling blackout is just a blackout, not anything special. Hard to believe the things you think.

It is very special to people who don't have power.

But the real question is, why do the power companies have to put rolling blackouts in action? One report is that they had to shut down two generating plants, one because they can not pay their bills. That is what happens in a socialist economy, shortages.
