So far as I can tell these permits are not limited to the wind turbine industry. I don't see why the oil and gas industry can't apply for them,

Ima's quote sounds like they're talking about deliberately killing birds, not accidental death - I've never heard of a single bird of any type ever being deliberately killed by a windmill or electric company - totally bogus.
