It appears that nuke anti-proliferation is as anti-gun proliferation is. Stop the "good guys" from having nukes and the "bad guys" keep (or develop) theirs.

It'd be great if there were no nukes anywhere. But, well, it's like I said. The bad guys are going to keep theirs. The only difference between the "nuke bad guys" and the "gun bad guys" is, the nuke bad guys say that they are going to cut back/give them up, or not develop them, while the "gun bad guys" just don't say anything either way. Sort of "don't ask, don't tell."

How do you think China will feel about a nuclear armed Japan? Might the Chinese have more than a few qualms about a nuclear Japan based on history, might a few Americans have qualms based on history?

Yes, I think that China would definitely have qualms. I think Japan and South Korea also had qualms when NK were allowed to develop nuclear weapons within a skipping stones throw of where they live. China probably could have put enough pressure on NK in one form or another to not continue with its quest for nukes back in the late 1980s and early 1990s: http://atimes.com/2016/01/china-under-fire-for-not-reining-in-north-korea-gertz/

Nuclear proliferation is the expansion of countries with nuclear weapons, do Japan and South Korea currently have nuclear weapons?
