Brewster, emails are included in the law as are all decision making. Your emotional rants make no difference. No matter what the reason the people's representatives have the right to that information.

The decisions that need to be preserved are those pertaining to NOAA's actions and policies, not the ruminations of scientists looking for scientific answers.

If you were talking about independent sciencitists you might have a point. But you are not. You are talking about government employees.

If they are written down or in emails then they are covered. In this case the scientific process has nothing to do with it. That is only your emotional hope that NOAA is in the right. The law is on the side of Congress. You have yet to prove it is not.

And you are a long way from proving it is. Your interpretation that emails between scientists discussing a half baked theory that's years away from being proven is in any way documentation of NOAA's "functions, policies, decisions, procedures, and essential transactions" is pure horse manure.
