I heard to day that it is in the range of 35 unilateral changes to the law without going to congress.

There are a bunch of democrats in congress that are working on changes in the law. The president is afraid to open this up for hearings for obvious reasons. And congress will wait until after the mid terms to address it. For certain, the next administration will be forced politically to make some changes.
