Where are the Capitalists....; There is money to be made

Why have no Capitalists started building water projects in California to capture and sell water in California if the need is so great? As I see it the capitalists are failing us and allowing the needs of society to go unfilled and profits to be lost. We are being forced in socialistic solutions to problems due to the failings of the capitalists who should be filling the needs and making profits.

A good example is Helium production. The Gov gets out of it making room for private enterprise to step in. But nope, no takers.

Private entrepreneurs are probably a little more cautious with their ventures than is the government. One is that it is their money (private individual) and they have a choice. The other (the government) it's still their (the private individual's) money but don't have a choice.

At some of the large events I attend, airshows in particular, there is a shortage of TP in the Johns. The last time we went to Air Venture in Oshkosh, we carried a roll with us, thankfully. Bet I could have sold it for $5 per double ply sheet. I see a TP market for an enterprising vender.

Where would the private companies obtain the water? Water from rivers, lakes and the ground is a public asset, a company cannot just set up a distribution plant, pipeline, or what have you, and take the water. I have no doubt that this has not been looked into, and the laws and regulations thwarted any commercially viable plan.
