The public utilities here are monopolies and get to have a government sanctioned connection to every inhabited building in the city and to charge for that. I the time when electricity generation required a major investment and huge infrastructure this made sense and in many cases it still does, having the surge capacity saves me having to buy a genset to cover some spike needs like washer, dryer, and big power tools.

If you get monopoly protection then you agree to have regulation, you trade limit profit for sure profit of a smaller size.

Here in British Columbia we have hydro electric power as well. We are charged 6.9 cents for the first 1,350 kw/hrs and 10.34 cents above that. We have a 1,600 sq. ft. condo with gas powered heat and we pay $45 per month averaged out.
