Stoney, Free Market only worked after it was nudged by the rules about nitrous oxides in the Ports of Long Beach and Los Angles areas. Rules made CNG source needed in those areas, once CNG was there market made using it mandatory to keep up with competition. Lots of truckers are pushing for CNG stations along I15, see profits to be made in longer hauls.

Stoney, Harm control is where government comes in, especially in case of minor widely distributed harm like the ports case. Once things were off the dime, free market made best use of resources, better use than before rules.
