Try again, he can teach without certification, just that his classes won't fulfill state instruction requirements. If his training is good enough to have value beyond simply fulfilling the forms he will have a market, if not, then his only value offered was given him by the state through the certification, not much value there.

In California you can take a test or you can complete a "certified course of instruction" for various licenses, part of basic law here. Here in most cases you can teach yourself without the need of a certified instructor or you can use anyone whom you think can teach you what you need to pass the test, certified instructors are a way around having to take the tests. Want to buy a permit of license, go to a certified instructor, they never fail you.

Truly free market would not have certified instructors, just tests that you have to pass.

No, you try again, your way, regardless how you special plead, takes freedom of choice away from the man. And TX is not CA, you can begin reading TX requirements for instructors here. In short, without certification you cannot instruct, and as the OP indicates, DPS can revoke.

When you say free market I read managed market, that topsy turvy world again. A truly free market wouldn't require licensing, which is just a political means of restricting the field and artificially jacking prices.

Caveat is that you then have to evaluate everything all the time, life becomes much more complex! I wouldn't mind life like that, but I wonder about most of the rest of you. How much time do you have to check people out, check their track record, so to speak. Who do you trust for information?

I'm fully willing to let him discriminate to his hearts content, just not as a licensed representative of the state. I figure the market will catchup to him sooner or later, that is what usually happens when you mix business and politics.

BTW, I notice that the man excludes all "non-Christians." I wonder if he believe in the myth that Texas is a "Christian" State or the myth that the United States is a "Christian" nation?

Why? Private associations, say the NRA, could issue certificates or licenses based solely on pertinent qualifications sans political coercions.
