VATICAN CITY — The Vatican announced Tuesday it was making it easier for Anglicans to convert to Roman Catholicism — a surprise move designed to entice traditionalists opposed to women priests, openly gay clergy and the blessing of same-sex unions.

The decision, reached in secret by a small cadre of Vatican officials, was sure to add to the problems of the 77-million-strong Anglican Communion as it seeks to deal with deep doctrinal divisions that threaten a permanent schism among its faithful.

The change means conservative Anglicans from around the world will be able to join the Catholic Church while retaining aspects of their Anglican liturgy and identity, including married priests. Until now, disaffected Anglicans had joined the church primarily on a case by case basis.

"The unity of the church does not require a uniformity that ignores cultural diversity, as the history of Christianity shows," said Cardinal William Levada, head of the Vatican's Congregation for the Doctrine of the Faith in announcing the decision.

The spiritual leader of the global Anglican church, Archbishop of Canterbury Rowan Williams, was not consulted about the change and was informed only hours before the announcement. He nevertheless tried to downplay the significance and said it wasn't a Vatican commentary on Anglican problems.

"It has no negative impact on the relations of the communion as a whole to the Roman Catholic Church as a whole," he said in London.

The decision could undermine decades of talks between the Vatican and Anglican leaders over how they could possibly reunite. Although Levada insisted such discussions remain a priority, the Vatican move could be taken as a signal that the ultimate goal of ecumenical talks is to convert Anglicans to Catholicism.

Still, the decision confirmed Pope Benedict XVI's design of creating a unified, tradition-minded Catholic Church — a goal he outlined at the start of his pontificate and has been steadily implementing ever since.

This drive also involved a recent move to rehabilitate four excommunicated ultra-conservative bishops, including one who denied the full extent of the Holocaust, in a bid to bring their faithful back under the Vatican's wing.

Levada made the announcement hours after briefing Williams and Catholic bishops in London about the decision. Notably, no one from the Vatican's ecumenical office on relations with Anglicans attended; Levada said he had invited representatives but they said they were all away from Rome.

Austen Ivereigh, a former adviser to the Catholic archbishop of Westminster, called the Vatican announcement historic because it allowed for the "gradual absorption into the Catholic Church of huge numbers of Anglicans," who are conservative in their theology and liturgy.

Until now, Anglicans had been allowed to join the church primarily on an individual basis. With the new provision, groups of Anglicans from around the world will be able to join new parishes headed by former Anglican prelates, who will provide spiritual guidance to Anglicans who wish to be Catholic. Called personal ordinariates, they will be established within local Catholic dioceses.

The new provision also allows married Anglican priests and even seminarians to become ordained Catholic priests — much the same way that Eastern rite priests who are in communion with Rome are allowed to be married. However, married Anglicans cannot become Catholic bishops.

A model for the future exists in the United States, where a handful of such parishes function — including three in Texas — thanks to a 1980 Vatican decision to accommodate Episcopal faithful and priests who wanted to convert. These parishes use a Vatican-approved Book of Divine Worship, based on the Book of Common Prayer, that includes Catholic and Anglican rituals, said Monsignor William Stetson, who manages the initiative.

The new entity is also modeled on Catholic military ordinariates, special units of the church established in most countries to provide spiritual care for members of the armed forces and their dependents.

In addition, within the Catholic Church there are ancient communities in the Middle East and others in Eastern Europe that follow different rites and allow married priests while remaining loyal to the pope.

The new model doesn't create a new rite, but rather an Anglicanized liturgy within the Latin rite.

Levada said Tuesday's announcement was in response to many requests that have come to the Vatican over the years from Anglicans disillusioned with the progressive bent of the Anglican Communion. Some have already left and consider themselves Catholic but have not found an official home in the 1.1-billion strong Catholic Church.

Levada declined to give exact figures, though he said 30 to 40 bishops had been in touch, accounting for a few hundred would-be converts.

One group, known as the Traditional Anglican Communion, has publicly stated its desire to join the Catholic Church. The group, which split from the Anglican Communion in 1990, says it has 400,000 members in 41 countries, although only about half are regular churchgoers.

"This is a moment of grace, perhaps even a moment of history, not because the past is undone but because the past is transformed," the group's leader, Archbishop John Hepworth said in a statement welcoming the Vatican decision.

Anglicans split with Rome in 1534 when English King Henry VIII was refused a marriage annulment.

Since then, the Anglican Communion, which includes the Episcopalian Church in the United States, has fashioned itself as a kind of big tent of fellowship with a wide variety of worship styles and theological outlooks that include Anglo-Catholics.

It's not known how many Anglicans consider themselves Anglo-Catholic. However, the biggest impact of the Vatican announcement is likely to be felt in England, where the Church of England has been involved in a bitter battle over whether female priests can become bishops. British Anglicans opposed to the ordination of women simply leave and join the Catholic Church.

The announcement is likely to have far less impact in the U.S., where many Anglo-Catholics left the Episcopal Church more than a decade ago. More recently, four theologically conservative Episcopal dioceses and dozens of individual parishes broke away and formed a rival church in North America.

Still, no one expects a sudden mass exodus out of the Anglican Communion because of the Vatican announcement.

"We're not talking floodgates," said Paul Handley, editor of the Church Times a London-based weekly that covers Anglican affairs.

"There are a significant number of people who remain loyal Anglicans who will be seriously (tried) by this," he said, adding that they may want to remain part of the Church of England but will "feel increasingly exposed if their friends start disappearing to Rome."

Some Anglo-Catholics who have not yet left the Anglican fold could choose to stay for a variety of reasons, including a desire to avoid lengthy and expensive battles over parish property. Others may oppose the ruling that married Anglicans cannot become Catholic bishops.

The Rev. Christopher Stainbrook, pastor of St. Timothy's Episcopal Church, an Anglo-Catholic parish that is part of the Episcopal Diocese of Fort Worth, Texas, said it was far too soon to know the implications for his parish or others like it in the U.S.

Indeed, Levada made clear that the next step — publication of the pope's Apostolic Constitution outlining the new provision — would be the start of a lengthy process of consultation with Catholic bishops around the world about how toimplement the change.

Still, Stainbrook and other traditionalist Anglican groups were elated by the Vatican announcement.

While some Anglicans will want to remain in the Anglican Communion, others "will begin to form a caravan, rather like the People of Israel crossing the desert in search of the Promised Land," said two traditionalist Anglican clerics in Britain, Bishop Andrew Burnham of Ebbsfleet and Bishop Keith Newton of Richborough.

The Anglican Communion has been divided for decades over interpreting the Bible on many issues, including ordaining women. But the rift blew wide open in 2003 when the Episcopal Church consecrated the first openly gay bishop, V. Gene Robinson of New Hampshire.

Williams has struggled ever since to keep the church from splitting, frustrated by moves by churches in the United States, Canada and elsewhere to bless gay relationships.

At least four conservative U.S. dioceses and dozens of individual Episcopal parishes have voted to leave the national denomination, with many affiliating themselves with like-minded Anglican leaders in Africa and elsewhere.

There have been a number of married priests ordained. The church is reaching out from one spectrum to the other inviting with open arms those with diverse views. The core communion remains solid within this framework. You are right IG, this will be interesting to witness.

Y'all might end up putting Anglicans in the Catholic pulpits if the Roman church doesn't stop hemorrhaging priests.

The decline of Catholic Ireland, for decades the Pope’s favourite bastion of faith in Europe, has been regularly predicted, as the economic successes of the Celtic Tiger brought growing secularisation. But new figures have starkly set out the fate of the Irish priesthood if action is not taken by the Church to reverse the trend.

One-hundred and sixty priests died last year but only nine were ordained. Figures for nuns were even more dramatic, with the deaths of 228 nuns and only two taking final vows for service in religious life.

Based upon these figures The Irish Catholic newspaper predicts that the number of priests will drop from the current 4,752 to about 1,500 by 2028.

THE images and clichés came spluttering out of the laptops of church people and religious affairs correspondents on Tuesday: The pope has parked his tanks on the Church of England’s lawn; Rome has made a hostile takeover bid for Canterbury. It is understandable if people are at a loss for words, since the move has been made so decisively and so without warning. Even the Archbishop of Canterbury, Rowan Williams, knew nothing of the plan until a few days ago.

What has happened? Basically, it seems that Pope Benedict XVI has offered disgruntled Anglicans the opportunity to come over to Roman Catholicism en masse. Such an arrangement already exists in America. Anglicans who dislike the way they see things going in their own church (female bishops, gay bishops, gay female bishops — take your pick) are allowed to regroup within the Church of Rome. Although their priests will need to be retrained and re-ordained, they will be able to continue to use their traditional rites and Prayer Books, and to stay together as congregations.

There is talk in England of as many as 1,000 clergy members taking this offer. Even allowing for the numerical exaggeration, which always occurs when enemies of liberalism congregate, this is a huge potential figure. Let us say 500 Anglican priests and perhaps 10 bishops joined the new arrangement. Let us suppose they took with them plausible congregations. This would deliver a body blow not just to the Church of England, but to that whole intricately constructed and only semi-definable phenomenon, the British Establishment.

The numbers of practicing Catholics in England is greater than the number of practicing Anglicans. Within a generation, there will probably be more Muslims than practicing Anglicans in the British Isles. Britain will no longer be able to endure the absurdity of the laws relating to the religion of the monarch, the Act of Settlement and Royal Marriages Act, which among other things forbid the sovereign to marry a Catholic. Or the Coronation Oath, which promises to uphold the Protestant religion.

Britain has gone through a truly prodigious change in the last 30 years. It has moved from being a largely white culture with Christianity as its background religion to being a completely secular, multicultural society. The ease and good humor with which this revolution has occurred has made Britain — and especially London — an amazingly interesting place to be right now. A genial secularized liberalism is the new norm. It might be difficult to define it, but you feel when its codes are infringed, as with the controversies over “faith schools” that teach creationism, or with the misgivings felt by many secular politicians about such issues as the wearing of the burqa.

The moderate right at present in power in France talks freely of dissuading women from wearing a body covering like the burqa because to do so is un-French. In Britain, there is a much more tolerant attitude toward all faiths and none, with a great deal of rather likable muddle about where a decent liberal person should stand on such a matter. Maybe it’s just as British to wear a black bag over your head as to wear one of the bizarre outfits you still see in the enclosure at Royal Ascot.

In such a climate, the Church of England had no chance at all of surviving. It was bound to go, and it was just waiting, historically, for some catalyst to bring it to an end. That catalyst has been provided by the somewhat unlikely controversy over female bishops.

It is a strange breaking point, since there have been female priests for years. But conservative Anglicans object that other episcopal churches in the world — the Copts, Russian Orthodox, Roman Catholics — do not accept female bishops. Anglicans have believed since the Reformation that although the Church of England had separated itself from Rome, it retained the historic episcopate, descended from Christ’s apostles. As a result, there are now Anglican bishops who, because they are women, are not recognized as bishops by all Anglicans, let alone the other apostolic churches.

As a result, England’s church has managed an “Alice in Wonderland” situation in which those who do not like female bishops (or the bishops who ordained them) can owe obedience to so-called Flying Bishops, upholders of the traditional faith who “fly” from parish to parish, regardless of the boundaries of diocese. These bishops, and others who think as they do, have been prime movers in shaping the Vatican’s new offer.

How will it all work? Will the English Catholics, always hard pressed for cash, be in a position to take over the running of our medieval churches? What will happen to the cathedrals? As fewer and fewer real Christians exist in England, will the church buildings be taken over by some secular conservation group like the National Trust? Probably. And for the 55 million or so Britons who don’t regularly attend services — some 90 percent of the population — it is all rather unimportant.

But it is nevertheless a landmark. The Church of England has been the religious expression of that independent national identity which signaled the rise of Britain as a significant world power. Hatched by Henry VIII and nurtured by his daughter Elizabeth I, the Church of England was an expression of that combination of tolerance and arrogance that marked the English governing class. It sat light to doctrine, and tried to accommodate many. But while that seemed a gentle thing to do, it did so because it actually laid claim to governing and controlling all.

Now, as the pope looks to put an end to this facet of Britain’s character, there are ghosts smiling a little ruefully. For one, the Duchess of Windsor (a k a Wallis Warfield Simpson of Baltimore), denied the opportunity of being queen because the Church of England disapproved of divorce. The Catholic recusants, who huddled in priest-holes rather than acknowledge the monarch as supreme governor of the church, will be smiling a little grimly, too. In time to come, I confidently predict, there will be others smiling ruefully, too — such as the “liberal” Anglicans left behind, who will watch a pope (I guess 20 years from now) ordaining women to the Catholic priesthood.

Although it will be a sad day for those Anglicans who have reached a parting of the ways, for Britain itself, the pope’s maneuver is actually good news. It will formally bring to an end the idea of the Established Church, and of the monarch as that Establishment’s symbol and head. Whatever our private religious allegiances, we Britons no longer want to force our royal heads of state to jump through those impossible hoops. The paradox is that a move by a conservative pope to ease the tender consciences of conservative-minded Anglicans will actually be a move toward the complete secularization of Britain, and an acceptance of its new multicultural identity.

Once, in the first grade, I was late for class. I started crying in the schoolyard, terrified to go in and face the formidable Sister Hiltruda.

Father Montgomery, who looked like a handsome young priest out of a 1930s movie, found me cowering and took my hand, leading me into the classroom.

Sister Hiltruda looked ready to pop, but she couldn’t say a word to me, then or ever. There was no more unassailable patriarchy than the Catholic Church.

Nuns were second-class citizens then and — 40 years after feminism utterly changed America — they still are. The matter of women as priests is closed, a forbidden topic.

In 2004, the cardinal who would become Pope Benedict XVI wrote a Vatican document urging women to be submissive partners, resisting any adversarial roles with men and cultivating “feminine values” like “listening, welcoming, humility, faithfulness, praise and waiting.”

Nuns need to be even more sepia-toned for the über-conservative pope, who was christened “God’s Rottweiler” for his enforcement of orthodoxy. Once a conscripted member of the Hitler Youth, Benedict pardoned a schismatic bishop who claimed that there was no Nazi gas chamber. He also argued on a trip to Africa that distributing condoms could make the AIDS crisis worse.

The Vatican is now conducting two inquisitions into the “quality of life” of American nuns, a dwindling group with an average age of about 70, hoping to herd them back into their old-fashioned habits and convents and curb any speck of modernity or independence.

Nuns who took Vatican II as a mandate for reimagining their mission “started to look uppity to an awful lot of bishops and priests and, of course, the Vatican,” said Kenneth Briggs, the author of “Double Crossed: Uncovering the Catholic Church’s Betrayal of American Nuns.”

The church enabled rampant pedophilia, but nuns who live in apartments and do social work with ailing gays? Sacrilegious! The pope can wear Serengeti sunglasses and expensive red loafers, but shorter hems for nuns? Disgraceful!

“It’s a tragedy because nuns are the jewels of the system,” said Bob Bennett, the Washington lawyer who led the church’s lay inquiry into the pedophilia scandal. “I was of the view that if they had been listened to more, some of this stuff wouldn’t have happened.”

As the Vatican is trying to wall off the “brides of Christ,” Cask of Amontillado style, it is welcoming extreme-right Anglicans into the Catholic Church — the ones who are disgruntled about female priests and openly gay bishops. Il Papa is even willing to bend Rome’s most doggedly held dogma, against married priests — as long as they’re clutching the Anglicans’ Book of Common Prayer.

“Most of the Anglicans who want to move over to the Catholic Church under this deal are people who have scorned women as priests and have scorned gay people,” Briggs said. “The Vatican doesn’t care that these people are motivated by disdain.”

The nuns are pushing back a bit, but it’s hard, since the church has decreed that women can’t be adversarial to men. A nun writing in Commonweal as “Sister X” protests, “American women religious are being bullied.”

She recalls that Bishop Leonard Blair of Toledo, who heads one of the investigations, moved a meeting at the University of Notre Dame off campus to protest a performance of “The Vagina Monologues.” “It is the rare bishop,” Sister X writes, “who has any real understanding of the lives women actually lead.”

The church can be flexible, except with women. Laurie Goodstein, the Times’s religion writer, reported this month on an Illinois woman who had a son with a Franciscan priest. The church agreed to child support but was stingy with money for college and for doctors, once the son got terminal cancer. The priest had never been disciplined and was a pastor in Wisconsin — until he hit the front page. Even then, “Father” Willenborg was suspended only because the woman said that he had pressed her to have an abortion and that he had also had a sexual relationship with a teenager. (Maybe the church shouldn’t be so obdurate on condoms.)

When then-Cardinal Ratzinger was “The Enforcer” in Rome, he investigated and disciplined two American nuns. One, Jeannine Gramick, then of the School Sisters of Notre Dame, founded a ministry to reconcile gays with the church, which regards homosexual desires as “disordered.” The other, Mary Agnes Mansour of the Sisters of Mercy, headed the Michigan Department of Social Services, which, among other things, paid for abortions for poor women.

Marcy Kaptur, a Democratic congresswoman from Toledo and one of Bishop Blair’s flock, got a resolution passed commending nuns for their humble service and sacrifice. “The Vatican’s in another country,” she said. “Maybe people do things differently there. Perhaps the Holy Spirit will intervene.”

Speaking from experience, I think it is harder for today's youngsters to commit themselves to this life. The church leadership has lost it's aura..and rightly so, and along with it the pull this aura once had on families and young men and women. To commit to Christ in mind, heart and soul while at the same time dealing with a mentor and leadership that is often tarnished is confusing to those in seminary or considering such...and leave many heading for the exit disillusioned from the experience.

Quite a few ordained priests, find that they can serve Christ better by going it alone or joining small groups outside the church umbrella.

I'm writing a paper on this very topic which may very well end up as a book. The future is bright for the Church but growing through the current ebb is going to be difficult for it's leadership.
