The title is a bit misleading. A repeal is highly unlikely but the Democrats will be forced by public pressure to revise ACA requirements of employers who either deem the penalty more cost effective than providing insurance; and the already insured whose coverages do not meet the 10 essential health services and are therefore forced to take on a more costly policy from the marketplace. I think to gut the medicaid expansion would be to take a huge step backwards. The majority of the allegedly 45 million uninsured people will be covered for virtually nothing under the medicaid expansion, assuming that respective states elect to expand it, which is not a mandatory implementation of ACA. They should do this so medical coverage is actually expanded to the poor and the rest of this monstrosity can be gutted.
