OK soooo some teenagers steal a car, and lead the police on a high speed chase... Then they wreck the car killing one passenger, and injuring others... Aaaaand this is the police fault...how?

In Ga, they are not supposed to be doing high-speed chases for minor crimes.

I should've said non-violent. :)

Innocent drivers and/or by-standers were being killed in the crossfire.
